The successful candidate will develop and enforce the department’s internal and external Equal Employment Opportunity/Affirmative Action programs and manage staff in multiple locations. Timely initiate and complete investigations of complaints of unlawful discrimination and HIPAA Privacy as assigned, document investigative findings, prepare and submit written reports of the complaint and findings, and proposes an appropriate disposition of the complaint. Ensure through monitoring procedures and complaint investigations: compliance by agency employees, and contractors, including subcontractors, with the agency’s: Civil Rights plans, policies and procedures and the agency’s Health Insurance Portability and Accountability Act (HIPAA) Privacy plan, policies, and procedures.
Develop materials and conduct conferences (written, in-person, telephonic, and virtual) that are necessary to efficiently and effectively train agency employees and contractors, including subcontractors, on the agency’s Civil Rights and HIPAA related plans, policies and procedures, as assigned. Technical assistance and other requests for assistance or information needed or requested by agency employees and contractors, including subcontractors, are handled timely, efficiently and effectively.
Represent the agency in judicial and administrative forums. This incumbent is the Designated Coordinator of the agency’s Equal Employment Opportunity (EEO)/Affirmative Action (AA), Limited English Proficiency (LEP), Auxiliary Aids and Services, Americans with Disabilities (ADA), Section 504/508 plans, policies, and procedures for Headquarters, Regions, Circuits, and Hospital Facilities, as applicable. Responsible for staying current on statutes, codes, regulations, and court decisions related to Civil Rights and HIPAA Privacy Rule.
Assess agency hiring packets to ensure compliance with Civil Rights plans, policies, and procedures.
Participate in the development, implementation, review and revision of the agency’s Civil Rights and HIPAA plans, policies, and procedures.
Qualifications:
4 – 6 years of experience investigating EEO, Affimative Action complaints and negotiating with
federal partners;
A bachelor’s degree or higher from an accredited college or university is preferred;
4 years’ experience managing and developing staff;
Experien ce preparing and presenting training ;
Intermediate experience in the use of Microsoft Office Suite.
Knowledge, Skills, and Abilities:
Knowledge of: basic principles of public personnel administration;
Proficient in applying Civil Rights laws, regulations, policies, procedures,
and guidelines related to EEO and Affirmative Action; compliance monitoring techniques; analytical report writing techniques; fact-finding investigative techniques; Skills in: using computer equipment, software, and applications, including MS Word, Excel, Power point, telephone devices; utilizing research tools (manual and electronic); critical analysis of data and other information; communicating effectively (verbal and written); Ability to: utilize problem-solving techniques; make reasonable and effective decisions; work independently and with minimum direct supervision; collect, evaluate and analyze relevant data and information; organize and present data and information in a logical order (verbal and written); understand and correctly apply applicable laws and regulations; plan, organize and submit completed work in a timely manner.
