Napier City Council Looking for Emergency Management Officer at Napier, Hawke’s Bay, New Zealand Full Time

Napier City Council is seeking a highly motivated Emergency Management Officer to join our Community Strategies team and play a leading role in ensuring the safety, well-being, and resilience of our community.

As the Emergency Management Officer, you will coordinate and implement emergency management strategies and plans within the Napier City Council. You will be responsible for overseeing the development, review, and maintenance of emergency management plans, conducting risk assessments, and coordinating emergency preparedness and response activities.

This role supports the planning and delivery of Civil Defence Emergency Management Group (CDEM Group) services at a local level, and works in partnership with the CDEM Group and our iwi/mana whenua partners to provide integrated and coordinated emergency response activities and services to the Napier community.

Key responsibilities:

• Lead on emergency management preparedness and planning activities for Napier City Council
• Contribute to Civil Defence Emergency Management Group-led regional activity and development
• Support the delivery of civil defence and emergency management services to our communities and partners
• Build and maintain strong relationships with key individuals, partner agencies, key sector organisations, and communities ensuring a high level of community resilience to adverse events
• Work with iwi/mana whenua partners to enable successful partnership before, during and after an emergency event
• Ensure local emergency management facilities, systems (including communications) and all related equipment is operationally maintained and available on a 24/7 basis
• Ensure Napier City Council’s operational readiness and effectiveness for any incident or emergency (including training for events and our Council CDEM staff (i.e. CIMS4)
• When responding to an emergency, the EMO will perform a key role within the response as appropriate to the event, as directed by the Local Controller.

Requirements

• Bachelor’s degree in emergency management, organisational management, community development or a related field (or equivalent experience)
• Significant operational experience in emergency response or within a CIMS structure (CIMS qualification would be advantageous)
• Previous experience within the CDEM, community development, community engagement, welfare, or recovery experience, particularly at the strategic or leadership level

A CIMS qualification and operational experience within an emergency event would be an added advantage.
