Summary You will serve as a LEAD ARCHITECT in the CAPITAL IMPROVEMENTS BUSINESS LINE of NAVFAC SOUTHWEST. Responsibilities You will prepare design bid-build and design-build construction documents for facilities projects. You will evaluate engineering and architectural items (e.g., designs, drawings, specifications, supporting documents) to determine effectiveness in meeting requirements of shore establishment projects. You will conduct field investigations with IPT, PWD, team members and consultations to verify design engineering and construction conformance. You will review the work of consultants for conformance with applicable criteria to ensure safety, quality, cost effectiveness , and reasonableness. You will interpret codes, standards, regulations and policies to effect good business decisions and successful project execution. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector as a professional 1) Utilize knowledge of the concepts, principles, and practices of architecture (e.g. planning, design, preparation of construction specifications, construction techniques, ADA, sustainable design, design review, evaluation techniques, and computer aided design software and hardware); 2) Review and ensuring Architectural Engineering codes, regulations, and standards applicable to the discipline of architecture are met; 3) Applying innovative theories and state of art methods to technical principles, practices, and problems not resolvable through conventional methods; 4) Applying new developments or creative and proactive solutions to problems not readily solved by standard methods. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Successful completion of a bachelor’s or higher degree in architecture. OR: Successful completion of a bachelor’s or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR: Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. OR you lack a degree in architecture, but have 1 year of experience in an architect’s office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note – In the absence of college courses, 5 years of such experience is required).
