Summary You will serve as a Instructional Systems Specialist in the NAVMEDFORSUPCMD FT SAM. Responsibilities You will have knowledge of primary philosophies and techniques that influence instructional design, implementation and assessment of resident and distant learning courses. You will remain cognizant of new developments, trends and techniques in the educational and health fields on course requirements and meet the changing needs of schools and programs. You will identify problems in the instructional process, develop solutions and recommends implementation. You will initiate contact with other professional personnel for assistance in course development or to provide guidance to staff and students. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting occupational analysis to determine requirements for revision of existing instructional systems or development of new training systems; Experience employing computer systems and software applications in the design instructional materials for both instructor-led and integrated Learning Environment (ILE) initiatives; Experience advising instructors concerning the structure or presentation of course content in accordance with learning objectives and of education appropriate to the systems design and method of course delivery; Experience designing test, reviewing test plans, developing test items and overseeing the testing process in order to provide guidance and instruction in applying the results to the education process; Experience advising management when new curricula for instruction needs to be developed to replace obsolete courses or to augment existing courses; Experience in written and oral communications in order to identifying problems in the instructional process, develops solutions and recommends their implementation. BASIC REQUIREMENT: Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: – Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. – Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. – Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. – Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. – Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.
