Department Mission:
Under the Department of Commerce, the mission of the Division of Employment Security (DES) is to administer the unemployment insurance system for the state of North Carolina by delivering efficient, effective, and quality service.

Description of Work:
The primary purpose of the Documents Payment and Processing unit (DPPU) and Combined Data Entry, is to sort, process incoming mail, and accurately post monies and wage information to employer’s accounts. The Combined Data Entry Unit primary purpose is keying tax and wage reports ensuring the amounts are accurately applied to the correct account numbers and employers. All tax and wage reports are processed to meet USDOL guidelines of processing and depositing into the bank all monies within 24 hours; keying and processing all wage items to the employer and employee’s wage records within 6 (six) weeks. DPPU and Combined Data Entry will co-ordinate and collaborate with other units to verify and validate that deposits are balanced and corrections are made appropriately. Both units will maintain appropriate files for imaging.

• Plans and directs the work of a medium group of employees engaged in maintaining general accounts, preparing checks to be scan and transmittals sheets to ensure funds are deposited correctly
• Responsible for financial reporting which includes data input and reconciliation by reconciling back to the Bank of America summary of Deposit by Account Report and Daily Bank Deposit Report
• Day to Day collection disbursements and resolution of issues relating to deposits and posting
• Plan resource allocation and implement changes to the process/workflow when needed
• Evaluate operations to ensure processing goals are met
• Develop, review, and manage business rules to ensure document preparation requirements for various capture formats are optimal
• Participate in new hardware/software projects, system updates and process improvement projects
• Analyze data to ensure adherence to established and acceptable business practices
• Expand and enhance operations to allow new and innovative ways of receiving and processing Tax and Wage reports
• Maintain Time Entry Records
• Communication and implementing information from upper management to staff
• Handling external and internal issues and effectively resolving employee’s concerns
• Promote DES services, particularly electronic filing and payment options
• Communicate the vision of the agency and involve employees in the process of goal setting
• Assist in personnel functions, hiring and disciplinary action as needed in accordance with all Agency policies, follow all policies and guidelines to comply with EEO laws and PMP
• Communicate orally and in writing with employers and Agency Personnel
• Provide professional and prompt customer service external and internal
• Evaluate operations to ensure processing goals are met

High school diploma or General Educational Development (GED) diploma and four years of progressively responsible administrative/office management experience, including one year as a lead worker; or equivalent combination of education and experience.
