Position Summary
Reporting directly to the Manager – Purchasing, Print and Retail Services the Purchasing Assistant – Retail is responsible for assisting with the purchasing of goods and services for the College and ensures that procurement is done in an ethical manner and in accordance with College policies and procedures. Duties include sourcing comparative pricing and terms of purchase from new and established vendors, creating and tracking purchase orders, maintaining appropriate filing systems, and processing returns. The Purchasing Assistant-Retail will assist the Purchasing Assistant-Central when required and as directed by the Manager. The Assistant performs other related clerical functions as required and assists with preparations for bookstore promotions.
The Purchasing Assistant – Retail is aware of the Mission and Values of North Island College, incorporating and practicing the values in the performance of their duties.
Position Competencies
Duties & Responsibilities
Working as part of the Purchasing, Print and Retail Services Department, the Purchasing Assistant will:
1. Sources comparative pricing and terms of purchase from new and established vendors.
2. Purchases goods and services in compliance with College policies and procedures; maintaining select inventory categories by way of regular inventory and sales analysis, sales promotions/merchandising, and markdowns with a focus of generating revenue and reducing costs.
3. Resolves issues related to purchases by working closely with vendors, accounts payable, receiving, and requisitioning departments.
4. Ensures purchase requisitions have proper budget authorization and coding.
5. Generates purchase orders in a timely manner ensuring accurate data entry from source information.
6. Tracks and maintains outstanding purchase orders.
7. Resolves emergent issues related to retail purchasing, referring non-routine or significant matters to the Manager.
8. Coordinates authorized returns.
9. Creates and maintains vendor, item, and inventory maintenance files.
10. Performs receiving, invoicing, and sales functions using the WinPRISM (inventory management system) and the WinPOS (point-of-sale) system.
11. Maintains effective professional relationships with vendors.
12. Maintains up-to-date knowledge of the application of PST, GST.
13. Generates financial, purchasing, inventory and other reports using WinPRISM/WinPOS and other systems and assists with annual inventories as required.
14. Designated to orientate and train in various areas of responsibility and tasks.
15. Performs other related duties as assigned by the Manager Purchasing, Print and Retail Services.
16. Enters and Maintains current and accurate data in WinPRISM and Colleague systems.
Required Education & Experience
1. Business Administration Certificate, and specialized purchasing courses would be preferred; or equivalent post-secondary education
2. One to two years purchasing experience or administrative background preferably in a purchasing environment, in an organization of substantial size.
Required Knowledge Skills & Abilities
1. Working knowledge of MS Office suite, including Word and Excel, as well as experience with internet search techniques and web-based ordering.
2. Experience working with an inventory management database; WinPRISM experience considered an asset.
3. Comprehensive knowledge of procurement principles, methods, procedures, and practices, preferably in a public sector environment.
4. Excellent oral and written communication skills.
5. Proven customer service skills and the ability to deal with a wide range of people with tact and diplomacy.
6. Ability to positively contribute in a team environment, as well as use initiative and work independently with minimal supervision.
7. Strong attention to detail and accurate data entry skills.
8. Excellent analytical and creative problem solving skills.
9. Strong organizational and time management skills.
10. Capacity to locate, gather and organize information using appropriate technology and information systems.
