The _Program Manager – HR Complianc_e reflects the mission, vision, and values of Northwestern Medicine, adheres to the organization’s Code of Ethics and Corporate Compliance Program, and complies with all relevant policies, procedures, guidelines and all other regulatory and accreditation standards. The Program Manager – HR Compliance translates the Office of the General Counsel’s mission, goals, and policies and procedures into effective plans and actions at the department and organization level by interacting with staff and with managers throughout the organization to facilitate and educate on compliance-related issues. *Responsibilities:* This job description covers potential responsibilities of a Program Manager HR Compliance. Responsibilities may be divided between Program Managers. * Partners with HR leaders to ensure that hiring and employment processes meet compliance standards. * Partners with HR functional areas to implement process and procedure modifications resulting from new laws, ordinances and regulations or changes in existing laws, ordinances and regulations. * Partners with external customers to advise on processes that have HR implications, ensuring compliance with current laws, ordinances and regulations. * Manages HR policy process to ensure compliance with laws, ordinances and regulations. Works with functional HR areas to update policies as necessary. * Reviews and advises on non-HR policies as appropriate to ensure compliance with employment laws, ordinances and regulations. * Investigates and prepares responses to discrimination charges filed with government agencies. * Manages employment litigation and works with outside counsel representing NM in litigation. * Conducts internal investigations as necessary. * Designs, revises and delivers training on employment compliance in partnership with the NM * Academy. * Directs preparation for, and participates in, periodic regulatory surveys. Provides feedback to stakeholders as necessary to meet accreditation standards. * Participates in scheduled and unscheduled surveys by government agencies and health care accreditation organizations to demonstrate compliance with regulatory requirements. * Manages system employment immigration cases in conjunction with outside counsel. * Partners on HR investigations and resolution of HR-related corporate integrity complaints. * Oversees the annual EEO and Vets-100 reporting processes. * Manages preparation of annual Affirmative Action Plans. Acts as advisor to system on affirmative action matters. * Participates in RFPs and other vendor selection activities to advise on compliance-related issues. * Manages Compliance staff-level team members, including evaluation of performance. * Manages audits as necessary. Additional Functions: * Participates in hospital quality initiatives as assigned. * Keeps abreast of new developments in employment laws, ordinances and regulations as applicable to employee relations issues. *Required:* * Bachelor’s degree. * Excellent written and oral communication skills. * Excellent interpersonal skills and customer orientation. * Excellent organizational skills. * Familiarity with Human Resource applications (such as PeopleSoft, CRM, etc.) * Detail oriented with natural commitment to follow-through. * Proven ability in facilitating effective meetings and interactions. * Ability to work under pressure in a fast-paced environment. * Competence using MS Office programs. * Excellent word processing, database management and PowerPoint. * Flexibility and comfort with ambiguity. *Preferred:* * Master’s degree in HR or Employee/Labor Relations, PHR or SPHR * 5-7 years HR or hospital admin experience * Experience investigating and responding to EEOC, IDHR, other government agency charges #LI-RW1 Northwestern Medicine is an affirmative action/equal opportunity employer and does not discriminate in hiring or employment on the basis of age, sex, race, color, religion, national origin, gender identity, veteran status, disability, sexual orientation or any other protected status.
