Summary This position is located in the Office of International Programs, International Cooperation and Assistance Branch. The supervisor is Eric Stahl. This position is the Bargaining Unit with the National Treasury Employees Union, Chapter 208. This position IS not subject to Confidential Financial Disclosure reporting requirements. Responsibilities The successful candidate will perform the full range of duties, as follows: Plans, coordinates, and executes various Office of International Programs (OIP) administrative and logistical activities to support NRC’s international cooperation and assistance programs. Manages the NRC’s International Assignee Program. Coordinates NRC’s responses to invitations for NRC participation at International Atomic Energy Agency (IAEA) meetings. Provides support for ICA informational technology databases. Leads ICA’s preparations for the annual NRC Regulatory Information Conference (RIC). Such duties include but are not limited to: Manages the NRC’s International Assignee Program, including coordination with ICA and program office staff and international counterparts to help plan long-term personnel exchanges. This includes drafting invitation plans, coordinating with ADM/DFS on security plans, and any other administrative responsibilities associated with the assignment(s). Reviews the IAEA nominations (invitations) database routinely, analyzes the information, and works with the NRC’s IAEA desk officer to coordinate NRC responses to the invitations – both within OIP and with appropriate program offices. When travelers to the IAEA are identified, coordinates with the IAEA to send individualized letters of invitation to the respective NRC travelers. Coordinates with the U.S. Mission to International Organizations in Vienna and other U.S. Government and national laboratory stakeholders to ensure NRC travelers have the appropriate approvals (country clearance) to access IAEA facilities. Coordinates with the NRC’s desk officers to provide logistical and administrative support for the NRC’s participation in the annual IAEA General Conference (GC), and other ministerial and significant international meetings that involve the participation of the Chair, the Executive Director for Operations (EDO), or other senior NRC personnel. In addition, in conjunction with the NRC’s desk officers, coordinates logistical and administrative support for Commissioners and senior NRC travelers for foreign trips, including multilateral meetings, bilateral visits, and peer review missions. Provides administrative and logistical support for OIP international cooperation and assistance activities, including supporting the NRC’s desk officers by facilitating logistical arrangements for NRC-hosted meetings, which may include, but is not limited to, entering international attendees into NRC’s visitor access system, room set-up, arranging for audio-visual equipment, making copies of presentation material, escorting visitors, and arranging for refreshments and working lunches using representational funds. Works with OIP’s International Operations Branch (IOB) to arrange for interpreters for meetings, when necessary. Coordinates international activities at the RIC and the Chair’s associated reception for international guests. Assists desk officers by finalizing briefing books for the use of the Commissioners, EDO, and Deputy EDOs, office directors and regional administrators during the RIC. Maintains ICA’s SharePoint site, files, and databases in coordination with the desk officers with information related to NRC regulatory counterparts, action tracking, and the Chair’s holiday greeting card list. Analyzes data related to nuclear safety cooperation and assistance efforts for countries and international organizations, including the IAEA. Develops and maintains productive working relationships with international visitors, OIP team members, international liaisons, and other stakeholders. Performs other duties and special assignments as assigned. Requirements Conditions of Employment This is a Drug Testing position. U.S. Citizenship Required. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower (GG-11) grade level in the Federal service or equivalent experience in the private or public sector. Candidates should possess SPECIALIZED EXPERIENCE in international relations policies and procedures, analyze diverse procedures, make recommendations to effect improvements in operations or to initiate new methods of operation. Demonstrated ability to use NRC information technology and systems. Education No education requirement for this occupational series. Additional Information The duty location of this position is the Rockville, MD. In general, employees are expected to be in the office (4 days per pay period). Telework schedules are approved, on a case-by-case basis.
