Summary This position is part of the Office of the Secretary of Interior, IBC Human Resources Directorate, Payroll Operations Division (POD), Pay Processing section. The incumbent will be responsible for auditing pay, leave and benefits to comply with agency settlements, grievances, congressional inquiries, interest payments, and retro-active back pay. Responsibilities Research, analyze, and audit payroll processing within multiple federal payroll systems to effectively provide customer service assisting in the resolution of payroll-related transactions. Communicates information verbally and in writing relating to regulatory payroll issues involving Back-Pay, Merit Systems Protection Board (MSPB) and Equal Employment Opportunity (EEO) settlements. Develops and maintains various spreadsheets. Conduct quality control review to ensure IBC/Client Service Level Agreement is achieved. Develop and maintain internal instructional methods. Curriculum is presented utilizing a variety of methods including but not limited to, classroom, lecture, interactive, and presentations. Qualifications At the GS-09 level, you must meet one of the following qualifications: A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience with a variety of Payroll processing in a federal personnel payroll system and subsystems; experience utilizing (e.g., rules and regulations, multiple pay plans, and/or spreadsheets) to complete performing multiple payroll/leave audits and adjustments; assist, develop, and/or provide training to other team members regarding pay and leave. OR B. Have a master’s or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., in a related field as Business Administration, Communication, Finance, HR Management, etc. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Have a combination of specialized experience and graduate level education as defined above which equals 100%. For example, I have 6 months of specialized experience and one year and 6 months of graduate level education (i.e. 41 quarter hours or 27 semester hours of education.)
