The primary purpose of this position is to conduct studies/analyses of limited scope and/or assist in comprehensive organizational and manpower, functions and work processes ; and provide basic management advisory services to improve mission effectiveness, resource efficiency, and resource savings. Responsibilities Participates in performing investigative studies of upcoming projects/programs or problem areas. Utilizes knowledge of the Mission Support, policies, and objectives to perform studies and analysis of changes to operational requirements, affecting diverse areas such as but not limited to: changes to assigned personnel, deployment requirements, training and manpower requirements, time and attendance, and personnel and/or equipment moves. Manages the squadron’s records-management program. Serves as the squadron’s records custodian. Assesses the squadron’s records-management program to ensure that only those records are established or maintained whose existence is essential for the documentation of organizational procedures or significant events, of legal or financial responsibilities, or of significant transactions. Manages squadron-level TOY, Government Travel Card, AROWS-R, OTS and UTAPS Programs and the administrative budget and related financial documents to these programs. Advises Management on ART, Civilian and Military personnel TOY management. Prepares detailed plans and performs work measurement, methods and procedures, assists in manpower requirements utilization, benchmarking for substantive work processes and functions that are interrelated to improve production efficiency. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes; applying analytical and evaluative methods and techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of standard management practices, military organizational theory and structure, Air Force and Air Force Reserve Command, intermediate and gaining-command structure and relationships, and mobilization directives and practices. OR EDUCATION: Successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master’s or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge on manpower and personnel programs, procedures and documents. 2. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations. 3. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions and work procedures. 4. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy. 5. Ability to access or locate information through the use of a personal computer and software programs. 6. Knowledge of records management, as well as military and civilian personnel programs. Must possess the ability to independently conduct records management manage multiple programs simultaneously. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT 1. The incumbent will be required to work on FG Unit Training Assembly (UTA) weekends, but places on an alternate work schedule to accommodate this requirement. Work schedules will be aligned to allow the individual to function fully on UTA weekends if also occupying a military traditional reserve position.
