Overview
The Human Resources directorate at PNNL is on a journey to strengthen and support the PNNL culture to deliver on mission. Human Resources supports mission by focusing on the following foundational pillars: 1) the whole PNNLer, 2) WE culture, 3) next-level leadership, and 4) learning and career pathways. PNNL is seeking an extraordinary individual to be a learning architect responsible for lab-wide technical learning reporting to the Chief Human Resources Officer (CHRO). Vital to achieving our scientific mission, this key leadership position translates PNNL’s complex technical training needs into an actionable strategy. The learning architect will focus on maximizing both the impact and efficiency of PNNL’s technical training to deliver required content and solve knowledge, skill, and aptitude gaps.
The learning architect will establish the vision, strategy, and approach to the Lab’s technical learning. This individual will manage a team of approximately 16 instructional designers and a team lead. This leader will partner closely with our Talent Management organization to ensure appropriate integration and support is considered and maximized where appropriate. We strive to simplify the way we work, make learning accessible to all and provide our staff members with the safest workplace, the most modern learning approaches to help the Lab produce high quality research.
Responsibilities
Sets a strategic vision and approach for technical learning at the Lab.
Manages a team of instructional designers and a team lead who develop engaging, accessible, and impactful learning & development.
Brings modern and next practices to the work of the Lab.
Advises CHRO on current and future learning strategies.
Gathers, organizes, and analyzes information regarding the potential impact of learning solutions against key mission drivers.
Applies expertise in learning theories and practices to develop effective solutions, strategies, and learning curricula/pathways.
Partners with technical content owners and subject matter experts to ensure content is curated to meet various compliance requirements (e.g. NQA-1, various DOE Orders, employment law, etc.).
Develops user training policies and standards.
Sources vendors and manages relationships for outsourced learning solutions.
Develops strategies for technical learning instructional design standards, technology deployment and utilization that maximizes learning while balancing need for compliance, worker productivity and other institutional priorities.
Leverages learning metrics and analytics to provide data-driven insights and to inform organization decision making.
Applies a systematic process of analyzing the job-specific skills required for effective role performance.
Develops, executes, and monitors initiatives associated with PNNL’s technical learning needs.
Takes action to identify, understand, and address gaps in training needs.
Remote work considered, but onsite presence preferred.
Qualifications
Minimum Qualifications:
BS/BA and 15 years work experience -OR-
MS/MA or higher and 13 years of experience
Preferred Qualifications:
Bachelor’s degree in Human Resources, Learning & Development, Instructional Design, or related field.
15+ years of progressive experience in a Learning & Development organization; OR a master’s degree plus 13+ years of relevant experience.
Ability to function with a high level of autonomy to provide leadership for staff at a wide variety of levels including technical, engineering, professional, and management.
Ability to consistently work with abstract ideas or situations across all functional areas of the business to assess intangible variables, identifying/evaluating fundamental issues to provide strategy, and direction for major functional areas.
Demonstrated experience in successfully working on complex issues where analysis of situations or data requires an in-depth knowledge of the organization and external industry trends.
Familiarity with DOE National Laboratory operating requirements.
Demonstrated ability to create and implement an organizational vision and strategy.
Proven ability to translate strategy into implementable actions.
Strong communication skills with the ability to effectively interface with staff at all levels within and outside the organization.

HSPD-12 PIV Credential Requirement
In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle.
