This is a bargaining unit position.
Scope
The Settlement Counsellor is responsible for providing immediate and essential settlement assistance to Government Assisted Refugees (GARs) from various ethnic groups. Services include needs and assets assessment, solution focused counselling, delivering group/individual orientation, information and referral provision, interpretation and follow up. Settlement counsellor is expected to work co-operatively with others; demonstrate flexibility in organizing work; show a high degree of initiative, discernment, and resourcefulness; must have excellent communication skills and demonstrate thoughtfulness in decision-making.
Duties and Responsibilities
· Provide a full range of resettlement services at the POE to refugee families
· Deliver settlement needs and assets assessment for each newcomer or newcomer family
· Provide comprehensive information and orientation on all settlement topics in-person and online
· Provide solution focused counselling by setting settlement goals and developing plan of action for every client
· Support refugees with forms completion and following the required process
· Work in collaboration with other POE teams, IRCC, Service Canada and community agencies
· Connect newcomers with the internal and external programs and services
· Provide interpretation for languages tested
· Conduct regular follow up identifying if set goals have been met
· Facilitate information group sessions on settlement topics in-person and online
· Maintain working relations with agency programs and partner agencies
· Effectively track services in internal and external databases, provide accurate reporting for supervisor
· Actively participate in the professional development initiatives
· Must meet targets set by Programs Coordinator
· Provide accurate reporting to supervisor
· Acknowledge client needs with respect and empathy
· Must be willing and ability to work on flexible schedules on an as needed basis, evenings and weekend work is required
· Perform any other related duties as required

Qualifications
· A degree or diploma in Community and Social Work, Counselling or Education or a combination of experience and education that fulfills the requirements
· Three years’ experience working with immigrant communities
· Second language is an asset (French, Arabic, Swahili, Farsi, Dari, Pashto, Spanish)
· Language proficiency certificate identifying the fluency of English and target language skills (for ATIO members present the certificate of membership)
· Knowledge of settlement and resettlement services and of the ethno-specific programs and services in the GTA.
· Familiarity with issues facing newcomers in Canadian
· Excellent interpersonal, cross cultural, and communication skills
· Demonstrate ability to work effectively within a team and independently with minimal supervision
· Demonstrated reliability, punctuality and attendance
· Ability to lift 30-40 kg
Other requirements
· A satisfactory Vulnerable Sector Police Check (completed when an offer is made)
