Position Type/ Hours:
This is a temporary full-time position working eighty-four hours (84) bi-weekly for approximately eighteen (18) months within the Bylaw Services Branch of the Community and Protective Services Department. This position is within the CUPE 1505 Bargaining Unit. This position is located in the community of Fort McMurray, the Regional Municipality of Wood Buffalo’s urban centre.
Position Description:
Under general supervision, the Bylaw Enforcement Officer ensures compliance with all municipal bylaws. They answer enquiries, initiate investigations and finalize complaints. Bylaw Enforcement Officers issue violation tickets, lay charges, process summons and subpoenas; they also maintain files, compile records, submit reports, liaise with prosecutors, and represent the Municipality in a court of law.
Primary responsibilities include but are not limited to:
Enforce Municipal Bylaws, initiate investigations, and finalize complaints.
While each Bylaw Officer will be responsible for enforcing all bylaws under the purview of Bylaw Services, they may also be required to assume responsibilities involving specific services. Those specialist areas include:
Parking Enforcement
Private/Public Property Land Use Enforcement
Licensing Enforcement
Community Standards Enforcement
Parks and Walkway Patrols
Animal Control
Off Highway Vehicle
Issue violation tickets, lay charges, process summons and subpoenas, assist with prosecutions, and represent the Municipality in a court of law.
Respond to complaints, apprehend animals, transport animals, and provide safe rescue and release of animals.
Compile records, submit completed reports, and maintain files.
Appear and testify in court.
Work with and liaise with other departments, branches, prosecutors, or other outside agencies as required.
Educate the public.
Respond to enquiries.
Assist with orientation and training of new officers.
Carry out safe work practices and adhere to safety and other work-related regulations; report unsafe and/or insecure situations that may arise.
Enter, query, and maintain data in information management system.
Maintain equipment and vehicles as required.
Perform other related duties as required.
Qualifications
High School Diploma or GED equivalency.
One (1) year directly related experience in bylaw / law enforcement or three (3) years’ operational security experience is required.
A valid Alberta Class Five (5) driver’s licence is required.
Ability to obtain and maintain an RCMP Enhanced Reliability Security Clearance may be required.
Due to the work location of this position, proof of full COVID-19 vaccination is required.
You will possess the following:
Valid First Aid certification to be obtained prior to commencing employment and maintained while employed.
Proven ability to compile and present evidence in a court of law.
Conversance with traffic bylaw and court procedures is an asset.
Proven communication, interpersonal, investigative, and organizational skills.
Knowledge of – or ability to – acquire knowledge of, relevant bylaws/legislation.
Willingness to obtain and maintain Pressure Point Control Tactics (PPCT) certification.
Must be medically and physically able to perform all duties of this position on an ongoing basis.
