Posting Summary
Rutgers, The State University of New Jersey is seeking a Habilitation Counselor for Essex Children’s Mobile Response and Stabilization Services at Rutgers, University Behavioral Health Care ( UBHC ). Under direction of the Supervising Habilitation Counselor/Program Coordinator, the Habilitation Counselor provides clinical assessments for the Children’s Mobile Response and Stabilization program in Essex County that meets quality and quantity standards within University Behavioral Health Care and the Department of Children and Families/Division of Children’s System of Care ( DCSOC ). Performs functions in support of UBHC mission of providing streamlined, prompt, and consumer friendly crisis response services. Receives telephone requests for service, undertakes crisis/strength-based assessment of the service need of the client or customer, responds by outreach to the family, assesses the youth and family strengths and current crisis situation, makes appropriate referrals for time-limited stabilization services, monitors effectiveness of services and makes linkages for aftercare.
Among the key duties of this position are the following:
Actively participates in ensuring that telephone calls/mobile response requests are handled in an effective and consumer friendly manner.
Assesses telephone service requests/referrals and provides mobile response in accordance with prescribed procedures.
Provides face-to-face interventions in the community including, but not limited to, family’s home, school, group home, foster home, shelter, or detention center.
Organizes transition and discharge form crisis services, connecting clients to ongoing services and family support groups.
Acquires familiarity with agencies in Essex County that provide services to children, adolescents and their families that can provide crisis stabilization services and provide ongoing support/resources for the family.
Completes appropriate documentation and utilization review.

Qualifications
Minimum Education and Experience
Bachelor’s Degree in a behavioral health discipline or related human services field.
A minimum of one (1) year experience in the mental health field.
Certifications/Licenses
Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure, as required by the State Board of Social Work.
Maintains DCSOC Crisis Assessment Tool ( CAT ) and DCSOC Crisis Intervention Specialist ( CIS ) certification and recertification annually.
Valid driver’s license.
Required Knowledge, Skills, and Abilities
Demonstrates competency in recognizing unique needs and applying relevant crisis stabilization approaches for children and adolescent and their families.

Physical Demands and Work Environment
Must have the ability to drive and to respond to a family crisis in Essex County within one (1) hour when on-call and travel within the State.
Per program demand, may have to work long hours.
