Are you interested in helping to build and expand systems of care within the State of Maine for time-sensitive conditions (e.g., trauma, strokes, STEMIs, and sepsis)? Maine EMS is seeking a Systems of Care Program Manager to work within the Maine Bureau of Emergency Medical Services (Maine EMS). Maine EMS is situated within the Maine Department of Public Safety. This bureau is responsible for convening, collaborating, and regulating the EMS system in the State of Maine.
This position is responsible for overseeing and expanding the systems of care related to time-sensitive conditions (e.g., trauma, stroke, STEMI, and sepsis) throughout the State of Maine. The incumbent will be working directly with stakeholders throughout the healthcare system spanning the spectrum of pre-hospital, hospital, and rehabilitation care and local, regional, and federal partners. They will be responsible for representing the Maine EMS office and the State of Maine within various venues. The incumbent will be expected to provide direction and guidance regarding health policy regarding time-sensitive illness and their management within the pre-hospital environment. They will be expected to direct the program and assist their colleagues, the Bureau, the Department, and the state in making evidence-based, data-driven public health decisions for improving our systems of care.
Responsibilities:
Meeting facilitation and documentation, this includes providing support to help put together meeting agendas and supporting subcommittees, as needed;
Provide project management support to systems of care-related projects;
Oversee and manage deliverables for associated grants and memorandums of understanding, including budget management;
Coordinate data projects with Maine EMS Data team as well as external stakeholders (e.g., hospitals, rehabilitation facilities, etc.);
Support Maine EMS medical directors, as needed;
Provide coordination for hospital visits and evaluations, including but not limited to, Trauma Advisory Committee Trauma Assistance Team Visits;
Conceives, plans, and conducts studies to evaluate the effectiveness and quality of health and social programs as they relate to EMS and time-sensitive illnesses;
Represent Maine EMS on local, state, regional, and national groups, committees, and councils, as assigned;
Coordinates local, state, regional, and federal government organizations; private agencies; area hospitals; community health; volunteer organizations; community representatives; various medical resources; and others to ensure that the mission, vision, and objectives of Maine EMS and associated projects are met;
Manage website for ongoing systems of care projects;
Writes reports and evaluates program for effectiveness;
Handles telephone, electronic, and written inquiries and correspondence related to systems of care programs within Maine in coordination with other bureau staff; including involvement with regional and national coordinating bodies (e.g., NASEMSO, ACS, etc.); and
Other duties as assigned.
Knowledge, Skills, and Abilities Required:
Knowledge of applicable laws, rules, regulations, policies, and procedures.
Knowledge of health and medical care delivery systems and services.
Knowledge of socio-economic effects of program related diseases.
Knowledge of research and analysis methodology and techniques.
Ability to supervise subordinate personnel.
Ability to manage a health services program.
Ability to develop, administer, and monitor budget grants.
Ability to communicate effectively.
Ability to write clearly and effectively.
Ability to work with individuals and groups involved with health care programs and services.
Ability to use applicable computer programs.
Minimum Requirements
A Bachelor’s Degree in Public Health or Health Sciences, Health Education, one of the Behavioral Sciences, Public Administration, or Education; AND
Three (3) years experience in health program planning, development, implementation, and evaluation -OR- an equivalent seven (7) year combination of education, training, and experience.
Preferred: Master’s degree in public health, public policy, health sciences, nursing, public administration, health education, or behavior health
Preferred: License as a paramedic, registered nurse, physician assistant, advanced practice nurse, or physician
Preferred: Five years of experience within the healthcare community, either within EMS, emergency department, intensive care unit (neuro, cardiac, surgical, etc.), cardiac catheterization lab
The background of a well-qualified candidate will demonstrate the following competencies:
Experience or knowledge of the EMS community
Proven understanding of systems of care
A thorough understanding of the healthcare system, including EMS
Comfort and experience presenting to groups of people
Strong organizational skills, including meeting deadlines, exercising strong time-management, and meeting expectations and following through on commitments.
