The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. DCR is a dynamic agency, and is one of the largest park systems in the nation. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, golf courses, trails and parkways. The Department of Conservation and Recreation is seeking qualified candidates for the position of Assistant Regional Engineer (Civil Engineer III). TheAssistant Regional Engineershall provide support, oversight and coordination of engineering related activities within the DCR Boston region. Primary duties and responsibilities of the Assistant Regional Engineer are outlined below and are executed as directed by the Regional Engineer. The Assistant Regional Engineer shall assist in the support, oversight and coordination of engineering related activities within a specified geographic DCR Parks region. Generally, these duties are: -Management of capital projects assigned to the regional engineering office by the Director of Park Improvements and/or Chief Engineer. Projects may be completed with active maintenance contractors, in-house technical staff, outside designers and Ch. 30 or Ch. 149 contracts where necessary. Responsibilities include: preparation of project scope, solicitation of proposals, technical and fiscal management of the designer and/or contractor to meet identified project objectives, project permitting and coordination with other stakeholders. -Construction management activities in the region. Construction responsibilities include: solicitation of bids, supervision of contractors, negotiation of field issues, coordination of field changes, etc. -Asset Management tasks associated with the agency asset management system including facility assessments, data collection and revision, maintenance, repair, operation and capital projects as necessary. -Technical Assistance and Coordination with Parks staff. Regional engineering staff are expected to provide technical assistance to field operations staff, as requested on infrastructure improvements. This technical assistance, may include: preliminary meetings to scope out projects, addressing emergencies, cost estimating, permitting, preparation of technical descriptions or construction oversight. -Technical Assistance to and coordination with other bureau teams. The Asst. Regional Engineer shall, when requested, participate on project teams. The engineer’s role in these teams shall include technical review of project construction documents and construction management. During design development, the engineer shall communicate concerns with technical aspects of the project, including: permitting issues, technical conformance to public bidding laws, constructability of the project, etc. -Administration. The engineering staff shall execute changes in operation of staff that bring about improvements to the public construction practices, including: timely payment processing, management protocols, onsite dispute resolution, and training. -Training & Staff Enrichment. Engineering staff shall participate in educational opportunities that enhance their professional knowledge. The focus this year shall be: Civil Engineering certification program, storm water management, and sustainable development (green technologies) First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate’s degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor’s degree with a major in civil engineeringor civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineering, may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.* *NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s License may be required. *Executive Order #595:As a condition of employment, successful applicants will be required to have received COVID-19 vaccination or an approved exemption as of their start date.
