The Executive Office of Health and Human Services (EOHHS) seeks qualified applicants for the position ofSocial Services Integration (SSI) Senior Manager, MassHealth. The SSI Senior Manager will work to implement the Flexible Services Program (FSP) which is authorized under MassHealth’s 1115 waiver that enables MassHealth to test whether Accountable Care Organizations (ACOs) can reduce Total Cost of Care (TCOC) and health disparities and improve members’ health outcomes by implementing targeted evidence-based programs that address certain eligible members’ Health Related Social Needs (HRSN), such as nutrition and housing. The SSI Senior Manager will report to the Deputy Director of Social Services Integration and be responsible for supporting operationalization of multiple strategic policy workstreams, such as: · Contract and performance management of portfolio of ACOs in implementation and iteration of FS programs · Management of the development and execution of strategy for ACO contract and performance · Development and operationalization of ongoing FS policy including moving Flexible Services into the ACO managed care structure. The successful candidate is a seasoned professional with a solid background in project and program implementation, the ability to successfully navigate multiple workstreams, and cross-functional experience. The successful candidate also demonstrates maturity, tact, a collaborative mindset, excellent organizational skills, and a commitment to health equity. In collaboration with the Senior Director of Strategic Initiatives and the Deputy Director of Social Services Integration, the SSI Senior Manager will communicate and build relationships with internal and external groups and individuals regarding their various workstreams. The SSI Senior Manager will receive and respond to requests from a variety of parties and will maintain consistent communication with internal partners, state, and federal agencies providing information about program activities to interested members of the general public at meetings, conferences and public forums. The Senior Manager will develop an overall strategy for and support staff managing ACO contract compliance and general performance. /_Duties and Responsibilities (these duties are a general summary and not all-inclusive):_/ · In consultation with the Senior Director of Strategic Initiatives and Deputy Director of Social Services Integration, support policy development, operationalization and management of MassHealth’s Section 1115 Waiver-related Flexible Services workstreams · Lead development and operationalization of ACO contract and performance management strategy · Contract and performance management of individual ACOs · Oversee and support staff managing contract and performance management of individual ACOs · Oversee and support staff in policy development, operationalization, and management of MassHealth’s Section 1115 Waiver-related Flexible Services workstreams. · Project manage key workstreams including tracking project milestones, identifying risks and mitigation strategies, tracking timelines and budget · Contract manage vendors to deliver on complex scopes of work in a timely fashion · Manage any reporting responsibilities related to workstreams, including to CMS, the legislature, and the public · Perform other duties as required /_Preferred Qualifications:_/ · Bachelor’s degree in Health Care, Public Health, Social Science, Business Administration, or a health policy-related health care, health equity, or social science field or equivalent, as well as 2 years of related experience with health care, health equity, or social science policy and/or program implementation. · Experience with developing healthcare policy or implementing healthcare programsincluding, but not limited to, programs involving Health Related Social Needs (e.g., housing, nutrition). · Lived experience of utilizing Medicaid or other state/federal services and supports · Lived experience of health inequities. · Flexibility and ability to thrive in a fast-paced, dynamic, and matrixed environment. · Experience managing a team of 2-3 direct reports preferred · Experience with procuring and managing vendors and contractors,specifically health care providers like ACOs. · Demonstrated understanding of project management principles and practices coupled with the ability to coordinate numerous projects simultaneously to successful completion. · Ability to read and understand complex scientific literature and the ability to interpret and use data in problem-solving and process improvement. · Effective communicator both in writing and oral presentation, including PowerPoint. · Competence in mediating conflict, coordinating competing interests and working under time constraints. · Strong analytical and problem-solving skills · Ability to assume ownership of work streams with high-level direction and guidance and producing proposed plans of action in a self-driven manner. · Solid record of decision-making ability which includes properly assessing the impact of externalities, setting priorities, and reaching decisions under time constraints. · Familiarity with Massachusetts health care landscape including key healthcare stakeholders including payers, providers, and consumer representative. _TO APPLY:_ Please upload both Resume and Cover Letter for this position when applying.
