This position exists to: (1) supervise and manage the geospatial (remote sensing and GIS) unit in the Resource Assessment Program (RAP); (2) Manage all geospatial projects for the RAP which includes customers from the Division of Forestry, other Division within the DNR, federal agencies, and other state and local governments/agencies 3) Conducting geospatial project work and QAQC. (4) assist in the management and supervision of the RAP office when the primary supervisor is unavailable; (5) develop and monitor natural resource geospatial projects; (6) promote RAP products and develop grant and project proposals for clients inside and outside the DNR.
Minimum Qualifications
Normal working hours are from 8:00 a.m.to 4:30 p.m. but are subject to change based on work needs; hours of work may include weekends, evenings and holidays
Bachelor’s Degree in Geography, GIS, Forest Science/Management or closely related field of academic study.
Four years advanced level professional experience in GIS applicants in geospatial data analysis and services including the use and development of spatial data, spatial analysis and modeling, relational database management, and techniques related to geospatial data analysis and statistical research.
Knowledge of spatial metadata standards and usage
Knowledge of computer hardware and software required for GIS projects, ESRI and other open-source geospatial technologies.
Knowledge of inventory design, methodology, and fieldwork procedures sufficient to review, suggest modifications and implement changes to inventory designs to respond to changing information and clientele needs.
Knowledge of different cultural and community groups sufficient to administer the programmatic area and ensure stakeholders understand the requirements and expectations of a given program.
Knowledge of aerial photography, aerial photo interpretation sufficient to evaluate application opportunities for future CSA inventory redesign and implementation; perform on-the-ground navigation, and located individual forest types and sample points; educate/train personnel and contractors in the use of aerial photography.
Experience in the use of handheld data recorders, GPS units and associated software packages.
Knowledge of budget policies, procedures and regulations sufficient to manage and administer budgets, analyze data and deliver cost effective product
Supervisor/lead work experience and training sufficient to direct, coach and resolve conflicts and supervise work of subordinate employees.
Proficiency in word-processing, databases, spreadsheets and communications software
Human relations skills sufficient to assign and monitor the work of staff; resolve problems with clients, the public, and other employees; conduct training classes; and represent the division on committees and task forces.
Oral and written communication skills sufficient to communicate complex concepts and principals to other resource professionals and the public and make effective presentations to a wide variety of audiences by identifying level of understanding and evoking a positive response
Organizational and interpersonal skills sufficient to work as a productive member of a team
Conflict resolution/human relation skills sufficient to negotiate, resolve issues, read situations and settle disputes equitably by finding common ground and cooperation
Requires an unrestricted Class D Minnesota Driver’s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
Preferred Qualifications
Supervisor or Leadworker experience
Understanding of GIS technology including emerging application development technologies and processes
Knowledge of government accounting policies, procedures and systems.
Knowledge of organizational management principles sufficient to implement public responsiveness techniques; administer Department and Division policies, procedures and operating guidelines and State of Minnesota statutes pertaining to natural resources management; direct Division programs; and negotiate complex inter-disciplinary natural resource management issues.
Completion of a Leadership Development Program.
Project management skills sufficient to oversee large projects, prioritize and make recommendations/decisions, meet priorities, define and achieve goals and objectives, monitor work, and follow-up on project goals and outcomes.
Physical Requirements
Requires occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
Additional Requirements
This position requires an unrestricted Class D Driver’s License with a clear driving record.
