Performs highly advanced assignments involving the facilitation, administration and coordination of specialized programs and projects relating to international trade and border transportation activities. Manages international trade and border program that involves multiple public agencies and private businesses and ensures programs are in concert with strategic objectives. Work requires extensive contact with bi-national high level executives, department managers, federal, state and local governmental officials, foreign governmental officials, public/private businesses and interest groups. May Serve as Lead Worker. Reports to the International Trade/Border Branch Manager. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Performs complex international trade and border transportation planning activities and manages multiple projects in support of management-related programs and transportation projectsOversees and conducts studies and identifies research topics, and provides tools to effectively address international trade and border transportation issues in planning, programming, and implementation decisionsMonitors and coordinates strategic and operating plans for international trade, border, and transportation activities across TxDOT district/division/office program areas and provides assistance as neededServes as project manager to oversee and provide technical assistance on international trade and border transportation data and analysis projects.Coordinates and formulates international trade and border transportation policies and programs to create effective and efficient movement of cross-border goods; increasing visibility of international trade and border issues at local, regional, state, multi-state, bi-state, national, bi-national, and international levels.Represents the Department on international, bi-national, multi-state, bi-state, state, regional, and local public and private sector groups on trade border transportation matters, including interaction with bi-national committees including the US/Mexico Joint Working Committee (JWC) and the US/Mexico Bi-national Bridges and Border Crossings Group (BBBXG)Communicates, informs, and seeks input from binational, multi-state, national, state, regional, and local public and private sector stakeholders on international trade and border transportation issuesWorks with management and advisory committees to develop work programs and contract scopes of work; manages contracts and works with federal, national, bi-national, multi-state, state, regional, and local transportation agencies and programsEnsures the Department’s interests are represented in long-range transportation planning and local, regional, state, national, and binational transportation planning including reviewing strategies, transportation plans, and other materials.Responds to inquiries from legislators, public agencies, and the private sector within the scope of assigned responsibilities.
