Main Purpose and Function

As a Business Analyst – Parking Innovation you will be an integral part of delivering key capital projects across the Engineering department. You will be contributing toward transformational initiatives in innovative solutions for curb management, and parking planning and operations.

You will be engaging with internal stakeholders to conduct requirements workshops, and process evaluation and optimization. You will also work with third party vendors to procure, configure, and integrate core solutions. A key responsibility will be to lead the development of a conceptual integration model between vendor solutions cloud or to internal hosted solutions and work closely with technical staff to deploy and test these integrations. You will lead the User Acceptance Testing process for new solutions, such as License Plate Recognition for bylaw enforcement. You will work with a variety of stakeholders on change management support and training strategy for new solutions.

Reporting to the Branch Manager of Engineering Strategy and Standards (ESS), the BA will be able to work independently in an agile environment within a defined scope of objectives and deliverables. This will involve close collaboration with the project managers and technical staff from Technology Services Department (TS), engineers, subject matter experts, other internal stakeholders, and external vendors.

Specific Duties/Responsibilities

• Leads strategic planning of technology needs, future direction and implementation for assigned capital projects across Engineering Services
• Engages with departmental business groups to identify business requirements and with IT groups to identify technology requirements, participating in or conducting meetings as required. This includes solution integration requirements.
• Conducts business process analysis (using Lean/ Six Sigma or similar methodologies) to conduct value stream mapping, identify relevant KPIs, complete current state analysis, develop future state recommendations and build an implementation plan for a variety of business processes and value streams
• Leads creation of application integration designs with various vendors and internal technical staff
• Lead the design of an integrated data model for various parking related data sets that meets the strategic business needs and collaborates with data analysts to implement
• Develops user acceptance testing plans. Supports business and technical staff to execute scripts
• Recommends technology-driven improvements to business processes
• Develops and implements change management strategy and plans for solution deployments
• Creates and presents project and business level reports or topics to project team members, project stakeholders and senior executives, including creating and distributing communications materials
• Develops and executes change management plans to ensure successful deployment of new systems and business processes

Minimum Position Requirements

Education and Experience:

• Bachelors’ degree in Computer Science, Engineering, Business Administration, or a complimentary degree
• Five years of experience as a Project Manager, Business Analyst or Systems Analyst in implementing business solutions, supporting and implementing business improvement, process reviews and successfully managing change
• Formal training in the Business Analysis discipline or PMP and/or Lean and Six Sigma certification, is an asset

Knowledge, Skills, and Abilities:

• Experience with government, revenue based systems, cloud based solutions, enforcement or regulatory environments, is an asset
• Experience with spatial data, visualization and GIS based solutions is an asset
• Working knowledge of integration methods such as REST API, security protocols, with past experience in solution implementations requiring integrations
• Advanced knowledge of application reporting and BI tools such as PowerBI and Qlik Sense; SQL and SQL Reporting; statistical analysis
• Excellent verbal and written communications skills; ability to write effectively, organize and maintain the body of project documentation prepare status reports, prepare effective presentations and summaries
• Demonstrated ability to conduct research, analyze and solve problems, summarize results and make decisions or recommendations based upon thorough analysis of facts.
• Ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both customers and team members
• Good understanding of Organizational Change Management principles, methods and processes
• High level of proficiency with IT applications; advanced usage of Excel, pivot tables, BI tools
• Effective organizational skills and demonstrated ability to coordinate priorities and deliver high-quality and timely results under tight deadlines
