Main Purpose & Function
The Street Activities Branch manages the public realm to inspire and empower people while balancing interests, testing ideas, building community capacity, enlivening streets and transforming public spaces. Streets are among the City’s greatest public space assets; we aim to use streets to create a vibrant, connected and beautiful public life.
The successful candidate performs a variety of technical, supervisory and administrative duties in the Street Activities Branch primarily to assist in the Street Furniture Program which includes bus shelters, bike racks, benches, map stands, litter cans, public toilets and other elements.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
Specific Duties & Responsibilities
Acting as a liaison between the Street Furniture Contractor, City departments, and other key stakeholders, like developers
Maintaining client/public relationships
Assisting with the administration of the street furniture contract
Keeping accurate records of street furniture assets, which includes the development and implementation of a monitoring program, database for street furniture assets, conditional assessments and metrics
Interpreting engineering drawings, field observations and studies
Performing field work (taking accurate measurements, detailed notes and clear pictures) for site inspections and construction reviews
Preparing geometric designs for street furniture layout
Overseeing the work of junior staff
Reviewing development applications
Producing reports, statistics and records
Monitoring and tracking expenditures and revenue
Researching and preparing Council reports, presentations and technical studies
Performing general administrative duties
Assisting the other Street Activities team projects/programs as required
Qualifications
Education and Experience:
Completion of Grade 12 supplemented by relevant technical courses or an equivalent combination of training/experience
Working knowledge of AutoCAD and MS Office
Experience with VanMap, VanDocs, Hansen, Kana, and GIS software is an asset
Knowledge, Skills and Abilities
Demonstrated organizational skills; proven excellent written and verbal communication skills
Proven ability to deal tactfully, patiently and effectively with the public
Proven interpersonal skills in establishing and maintaining cooperative and effective working relationships with staff and stakeholders
Ability to work in a team environment with little or no supervision and meet tight time lines in a multitask environment
Ability to lead and oversee the work of a small number of employees
Ability to manage contracts and work effectively with third party contractors
Experience and ability to read and interpret engineering drawings
Ability to problem solve in a technical environment
Strong research and investigation skills; demonstrated ability to summarize data in an accurate written format; assist in the preparation of a variety of technical reports
Ability to develop sound business practices, processes and policy recommendations
Knowledge of Organizational Quality Management Requirements and Project Management Framework
Knowledge of strategic plans including Corporate Plan, Engineering Strategic Plan, Greenest City Action Plan and Transportation 2040
Ability to perform a variety of clerical tasks related to municipal engineering work
Ability to work outdoors in inclement weather
Experience in public consultation and project management is an asset
