Main Purpose and Function
The Election Analyst is responsible for developing and managing a variety of Election documentation, policies, procedures, packages and processes. This position is responsible for ensuring that all documentation and policies meet legislative (Vancouver Charter, Election Act, Election Bylaw) requirements and will oversee the implementation of several key Election deliverables. The Election Analyst will also review and create all statutory Election forms, develop the Candidate and Elector Organization nomination packages, assist with the management of the electronic voters’ list, oversee the implementation of the mail ballot process, and develop election performance metrics and key performance indicators. The Election Analyst will support the Deputy Chief Election Officers and Chief Election Officer during the nomination period and other tasks as required.
The Election Analyst reports to one of the Deputy Chief Election Officers and works closely with the Chief Election Officer, City Clerk’s Senior Management Team and Election Office team
Specific Duties and Responsibilities
Undertakes best practice research and analysis, summarizes research findings and makes recommendations regarding establishing new procedures, policies, and frameworks related to Election processes
Reviews, updates and develops all election related forms and ensures all policies, forms, packages and other documentation meet legislative requirements
Assists in the development and tracking of Election performance metrics and key performance indicators
Develops the nomination packages for both Election Candidates and Elector Organizations
Supports the collection of nomination documents from candidates and elector organizations during the nomination period
Oversees the implementation of the mail ballot database
Reviews and updates the mail ballot process, including packaging, managing all incoming applications and mailing of outgoing ballot packages
Responsible for tracking the receipt of all mail ballot packages
Manages the mail ballots for tabulation on Election Day
Assists the Manager of Democratic Engagement with the design of the post-election survey
Completes a post-election final report
May answer technical, written or oral inquiries of other departments or the public
Provides front-desk and over-the-phone customer service as required
Performs other related duties as required
Qualifications
Education and Experience:
Completion of twelfth school grade, including courses in Public Administration or Political Science plus considerable related experience in a government setting or equivalent experience
Election experience is preferred
Knowledge, Skills and Abilities:
Good working knowledge of governing Election legislation
Excellent research and data analysis skills
Strong analytical and problem solving skills with high level of accuracy
Must employ a high degree of discretion in this position of trust
Excellent oral, written and presentation/facilitation skills, with ability to communicate at all levels within the organization
Demonstrated ability to work both independently and as a member of a team
Demonstrated ability to work under pressure, manage multiple priorities and respond to requests in a timely manner
Ability to establish and maintain effective working relationships with a variety of internal and external contacts
Superior working knowledge PC applications and project management tools
