General Summary

Maintains and evaluates TARC performance data, maps routing changes, and updates geographic information systems (GIS) shapefiles; runs TITLE VI, Limited English Proficiency (LEP), and other equity reports through ArcGIS using TARC data and open-source data portals (e.g., US Census); produces monthly National Transit Database (NTD) reports, as well as quarterly financial and performance metric reports to Indiana Department of Transportation (INDOT); and assists with a wide variety of tasks related to current and long-term transportation planning, transit service planning, scheduling and system performance, analysis of growth, and development trends in the TARC service area. This position will support a safety and customer service culture through programs, procedures, and other related work to achieve TARC’s mission and strategic outcomes. The position is responsible for meeting or exceeding all TARC policies and procedures with strict adherence to all local, state, and federal regulations; and performing related duties as assigned .

Essential Duties And Responsibilities

• Responsible for system performance and data management; performs data input and database management; analyzes ridership trends by monitoring, analyzing, and evaluating routes; evaluates routes’ performance and proposes improvements; monitors and assigns routes required to submit trip sheets; prepares work schedules for route monitors/service checkers; develops and administers ridership surveys.
• Assists and produces various monthly performance reports.
• Coordinates stop infrastructure improvements with local stakeholders.
• Provides support to consulting groups working on planning studies or long-range plans for TARC; reviews key performance indicators to plan potential route changes or service improvements for future service changes.
• Provides monthly NTD reports and quarterly financial and performance metric reports to INDOT.
• Manages NTD reporting; downloads NTD data and completes reports; performs data collection and schedules trips; maintains records and hard copies for the auditors; ensures accuracy of data entered into the database; completes a final NTD report and prepares revisions per the Federal Transit Administration.
• Evaluates route performance and proposes system improvements; prepares and analyzes route changes using ridership reports, census data, Louisville/Jefferson County Information Consortium ( LOJIC ) , and ArcGIS; develops route maps and TARC system map; researches population and employment growth using census data and various survey reports; supports planning and implementation of on-street facilities and passenger amenities, including park and ride facilities and signage; evaluates route corridors and proposes improvement projects; reviews development proposals and provides comments to the Metro Planning Department and/or engineering consultants.
• Submits weekly timesheets to payroll; submits purchase requisitions for office supply orders.
• Reviews site plans and schedule updates.
• Performs a variety of administrative support, including c omposing and editing letters, memos, and other material; providing information and responding to customer requests; taking, producing, and distributing meeting minutes; assisting with copies and printing; processing office mail; and making deliveries to various locations.
• Assist and provide support with scheduling including but not limited to creation of service schedules, analyze schedule data and ensuring run cuts meet union contract rules.
• Participates in public meetings and prepares maps and other material for presentations.
• Performs other job-related duties as required.

MINIMUM EDUCATION AND EXPERIENCE:

• Bachelor’s degree f rom an accredited four-year college or university with major coursework in urban or transportation planning, geography, engineering, public administration, computer programming, o r a closely related field;
• Three (3) years of professional-level experience in transportation planning.
• Possession of, or ability to obtain, a valid Kentucky or Indiana Driver’s License by the time of appointment and a satisfactory driving record.

Note: An equivalent combination of related education and experience may be substituted for the above-stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

WORKING CONDITIONS:

Incumbents generally work in a typical office environment with adequate light and temperature. There may be occasional exposure to extreme temperatures, loud noise, fumes, noxious odors, dust, mist, gases, and poor ventilation; must be able to see, hear and speak; and sit at a desk for long periods of time. Work may require some level of mobility including lifting or moving materials. Incumbents may interact with upset staff and/or members of the public in interpreting and enforcing departmental policies and procedures.
