GENERAL DESCRIPTIONThe Engineering Manager plans, leads and directs all aspects of a cross-functional engineering team to include systems engineering, electrical design, mechanical design, qualification analysis, systems safety analysis, integration design and developmental testing activities in support of US DoD, foreign military, and commercial customers. Designs, integrates and test complex electronic systems integrations onto aircraft, aerostats or ground weapons systems IAW DoD Aviation Airworthiness standards, FAA Airworthiness standards or other applicable design standards. Serves as the primary technical point of contact for all engineering aspects of projects and provides technical management and leadership of subcontractors, vendors, and the internal project team. Performs business and administrative activities, such as project scheduling, develop work breakdown structures, budgeting, manpower and resource planning, and financial reporting. Ensures all engineering projects, initiatives, and processes are in conformance with the organization’s established policies and objectives.DUTIESLead and manage the Engineering Department, a wide degree of creativity and latitude is expected.This position will direct others and perform exempt level decision making including interviewing, hiring, terminating, performance reviews, and performance corrections.A self-starter with strong interpersonal, leadership and team skills and demonstrated ability to achieve results is expected.Develop engineering resource estimates and engineering technical proposals in response to customer RFPs.Provide engineering input in development of program Work Breakdown Structures (WBS) and program Integrated Master Schedule (IMS).Plan and execute engineering activities, review and deliver engineering product and services to the customer within cost, schedule, quality and technical performance requirements as agreed to by contract.Analyze customer requirements and prepare statements of work, project performance plans and specifications as required.Develop subcontractor statements of work (SSOW) and manage subcontracted vendors in support of design and development activities.Lead Integrated Product Teams (IPT).Coordinate and manage qualification of products and effectively communicate with customer and US Government design approval authorities.Coordinate and resolve technical issues with the customer.Develop or refine engineering processes and procedures.Develop, review and approve project metrics that measure cost and schedule performance of technical efforts utilizing Earned Value Management System (EVMS) techniques.Prepare, lead and present formal and informal design review presentations to customers and internal project team and management.Coordinate with manufacturing engineering to identify manufacturing efficiencies early in the design.Perform root cause analysis and develop corrective action plan and implement and monitor execution of the plan.Identify and mitigate projects risks.Monitor and ensure compliance to applicable codes, regulations, practices, QA/QC policies, performance standards and specifications.Perform other duties as assigned.EDUCATION/EXPERIENCE REQUIREMENTSBachelor of Science (BS) degree in an Engineering discipline (or closely related field) is required.Master of Science (MS) Degree is a plus.A minimum of 10 years engineering experience is required.A minimum of 4 years of managerial / supervisory experience in engineering or related technical field is required.Working knowledge of modern avionics architectures and modern and legacy avionics systems is required.A minimum of 4 years working in or supporting military aviation is a required.Experience with upgrade/modification design of rotary wing or fixed wing aircraft is required.Experience in preparation of qualification substantiation documentation for DoD or FAA aircraft modifications is required.Experience in the Aviation System Safety design process is a plus.Advanced MS O
