The primary purpose of this position is to serve as Chief, Intelligence, Surveillance, and Reconnaissance Forces Division, ISR Directorate, within the Air Force Materiel Command. Incumbent will serve as the Subject Matter Expert for Program Objective Memorandum, Manning, Budgeting, Training, Analysis, and Cross Domain Solutions providing intelligence oversight, guidance, and planning support. Responsibilities Plans, organizes, and directs the activities of the ISR Forces Division. Exercises supervisory personnel management responsibilities. Represents the ISR Directorate in a variety of organizational, departmental, and functional forums to a variety of senior level customers. Oversees intelligence functional management, intelligence operations and unit support services. Performs special projects and initiatives as assigned by the Director, ISR A2. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the “Supervision/Management” work category are at the “Expert” work level and are equivalent to those at the GS-15 level. The selectee’s salary will be set within the grade equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Expert knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and interrelationships of the national IC, DoD, and USAF; acquisition policy and guidance and the role intelligence plays throughout a weapons system’s life-cycle; roles and responsibilities of field intelligence offices in support of life-cycle management of USAF programs; across the Requirements, Acquisition, Nuclear, and Sustainment enterprises. Expert knowledge of a comprehensive range of intelligence research methods, techniques, and practices and advanced analytical principles, concepts, and methods used to identify and analyze complex multi-source intelligence information to produce detailed intelligence capabilities and threat assessments, identify intelligence deficiencies, and advocate for customer requirements. Knowledge of safety and security regulations, practices, and procedures. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. Expert skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing intelligence requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Knowledge of safety and security regulations, practices, and procedures. Expert skill and ability in communicating effectively, both orally and in writing, with technical accuracy, as well as work in a professional manner with peers, management, subordinates, contractors, academia, and other agencies to work out solutions to problems, prepare professional level documents and studies, and deliver General Officer (executive) level information and decision briefs. Ability to plan, organize, and direct the functions of a small to medium sized organization. Manges directorate level functions including budgeting, manning, workforce development; and supervise, mentor, motivate, appraise, set goals for and monitor performance of assigned staff. Ability to quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and competing resources, based on mature judgment and experience, and present and/or defend a position effectively. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
