Summary About the Position: Works under general Supervision of the Operations Manager and the Assistant Operations Manager. Assignments are received in terms of general objectives with timeframe for completion. Incumbent is expected to complete assignments independently in accordance with existing directives and policies. Supervisor is usually, but not always, available to provide advice and assistance. Discusses controversial problems and matters of policy with supervisor. Responsibilities Incumbent is assigned as the Recreation and/or Visitor Assistance and/or Interpretive Services program management specialist at a District Lake project. Management of the recreation facilities and/or visitor assistance program may include patrol of land and water areas, enforcement of Title 36 warnings and citation records, fee collection, Recreation Fee Cashier (RFC) duties, etc. Management may also include safety for project employees and visitors, project security program, search and rescue point of contact, security alarm system point of contact, regulatory buoy system, recreation area bulletin boards, etc. Oversees the conservation, preservation, restoration and use of all lake natural resources. Develops guidelines, standards and procedures for analyzing public needs, demands, site carrying capacities and resource capabilities. As the team leader, is responsible for the accomplishment of the assigned program. Plans and oversees the construction for the rehabilitation of campsites, picnic sites, roads, and associated structures in the recreation areas. Periodically reviews and inspects, individually and with the lead program team, each phase of the Recreation and/or Visitor Assistance/Natural Resources Management and Interpretive Services and Outreach Programs. Degree: Bachelor’s degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications GS-11: One year of specialized experience which includes providing visitor assistance and/or interpretive outreach, ensuring compliance with rules and/or regulations, and executing a recreation or environmental stewardship and/or flood risk program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). You will be evaluated on the basis of your level of competency in the following areas: Environmental Law and Regulatory Compliance Natural Resource Management Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
