Summary This position is located in the Department of Homeland Security, U.S. Coast Guard, Pay and Personnel Center, Operations Division, Retiree and Annuitant Services Branch in Topeka, KS. Responsibilities You willperform clerical and technical work related to enrollment of retirees, annuitants, and eligible dependents into the Defense Eligibility and Enrollment System (DEERS) and the Real Time Automated Personnel Identification System (RAPIDS), as well as related account maintenance. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: -Researching and rendering military identification card entitlement determinations, and updating the Defense Eligibility and Enrollment System (DEERS) and the Real Time Automated Personnel Identification System (RAPIDS). -Reviewing completed documents and calculations for accuracy of data and compliance with laws and regulations. -Using electronic publications to access directives. -Researching court orders, divorce decrees, and adoption decrees, as well as medical and financial documents, to verify legal and support requirements. -Analyzing and examining pay accounts to resolve complex transactions, complaints, or discrepancies. -Researching problems or errors that require reconciling and reconstructing incomplete information. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. This position requires a National Agency Check with Inquiries (NACI). All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. As required by Executive Order 14043 and guidance issued by the Safer Federal Workforce Taskforce, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Qualifications You qualify for the GS-07 grade level if you possess one year of specialized experience equivalent to at least the GS-06 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Some examples of specialized experience are: -Assisting with reviewing court orders, divorce decrees, and adoption decrees. -Preparing personnel action documents in accordance with laws and regulations. -Analyzing pay accounts to resolve simple or routine transactions. -Assisting with reviewing qualifications for health care benefits or dental programs. -Assisting with researching laws.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
