Summary You will serve as an Environmental Planner (Encroachment Manager) in the Environmental Planning Division and Natural Resources Department of MARINE CORPS BASE CAMP PENDLETON. Responsibilities You will be responsible for short- and long-term strategic environmental planning and natural resources planning for military land uses at MCB Camp Pendleton and Mountain Warfare Training Center (MWTC) Bridgeport, CA. You will recommend a coordinated approach for the prevention and management of encroachment issues and integration of resource management actions to support facilities planning, land use, and mission activities. You will coordinate and integrate on Base land use and natural planning with local and regional off-Base planning concepts, initiatives, and programs. You will conduct and coordinate strategic environmental planning, acting as a focal point between Base organizations, tenant commands, and the local/regional off-Base community. You will ensure facilities master planning, integrated natural and cultural resources management plans, existing/future training range use, construction requirements, and anti-encroachment efforts are understood and integrated. You will review Regional environmental and natural resources programs and development that may encroach on Base mission activities, plans and programs. You will participate in briefings and public hearings with federal, state, county, and local governmental bodies and private groups, coordinate the interphase planning issues, and speak for the Base regarding those issues. You will scope, oversee, and provide technical guidance on planning aspects of contracted documents for complex, controversial, or politically sensitive projects. You will keep informed of political, environmental, social, economic, governmental, and administrative matters that affect performance of duties through review of professional journals, technical publications, legislation, and directives. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing strategic environmental plans in coordination with regional, state, and federal regulatory agencies to provide integrated approach to resource management actions in support of an organization’s facilities planning, land use, and mission activities; 2) Assessing the impacts of land use changes, facility development, proposed military training and training support projects on the natural environment; 3) Supervising contracted efforts in compilation, review, and status reporting of regional environmental and natural resources conservation plans and encroachment to ensure efforts are understood and integrated with an organization’s mission; and 4) Providing environmental planning expertise to an organization’s management team utilizing an extensive knowledge of the National Environmental Policy Act (NEPA) and a working knowledge of environmental legislation and regulations for application in the land use and resources planning process (e.g., Coastal Zone Management Act (CZMA), Endangered Species Act (ESA), National Historic Preservation Act (NHPA), Clean Water Act (CWA), Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Sikes Act). Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must posses: 0401 Series: a) You must have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position; OR b) You must have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. 0020 Series: a) You must have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance; OR b) You must have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner; OR c) You must have a combination of education and experience where your courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Additional Information Work involves site visits in a field setting, with potential exposure to unfavorable conditions such as chemicals, noise, dust, fumes, machinery, contaminated water, and inclement weather.
