UNEP Mexico office will participate in the global project Informing Plastic Action, which is implementing in Brazil, and Africa. This project aims to promote the Global Commitment and Clean Seas UNEP´s initiatives, encouraging governments to take action throughout joining in at least one initiative, workshops, communications campaigns, hybrid activations and webinars related to the most recent UNEP documents on plastic pollution. Moreover, will contribute to strength the relationships with the civil society, academia and the private sector implementing activities to inform and raise awareness on the plastic pollution impact.

In this sense, UNEP Mexico is looking for a Regulation and Environmental Governance Coordinator.

The objective of the consultancy is to provide technical expertise by means of accompaniment, follow-up and monitoring of the activities under the responsibility of UNEP Mexico.

Responsibilities and activities to be performed by the consultant will include, but are not limited to:

• Participate and organize meetings on behalf of UNEP Mexico´s office, especially environmental governance, marine litter, plastic pollution, circular economy.
• Establish a strategic work plan related to the Escazu Agreement implementation with UN Agencies and the Ministry of Foreign Affairs.
• Ministry of Foreign Affairs.
• Coordinate the Informing Plastic Action (IPA) project´s implementation in Mexico, establishing ambitious but measurable activities with the Ministry of Environment and Natural Resources (SEMARNAT).
• Design and implement two national workshops related to the Escazu Agreement.
• Develop a work plan to be implemented with the Mexican Congress on circular economy and plastic pollution, including working groups, workshops, technical assistance analyzing Law modifications, etc.).
• Develop a work plan to be implemented with the Minister of Environment and Natural Resources (SEMARNAT) to establish a mechanism of public participation focusing on marine litter and plastic pollution as part of the development of the National Action Plan on Marine Litter and Plastic Pollution (NAPMLPP) activities.
• Coordinate and participate as a UNEP focal point on the design and development of the National Action Plan on Marine Litter and Plastic Pollution (NAPMLPP), implemented by SEMARNAT.
• Participate on behalf of UNEP Mexico´s Office in meetings related to the IPA and NAPMLPP projects organized by Nairobi and Paris offices.
• Establish strategic collaboration with governments, UN agencies, Non-Governmental Organizations, the private sector, and international donors.
• Provide strategic direction and guidance as UNEP focal point on the environmental governance interagency working group; lead the interagency group and prepare a work plan proposal together with the Office of the High Commissioner for Human Rights (UN Human Rights) UNODC in Mexico.
• Identify and establish a strong relationship with potential donors, focusing on the environmental governance of Mexico´s portfolio.
• Identify opportunities for UNEP to provide support and intervention in Mexico, according to UNEP’s Program of Work and Mid-Term Strategy.
• Provide technical support in the development of project proposal as needed.
• Prepare and wrap up the Informing Plastic Action consultancies´ mains findings developed in Mexico, including good practices.

Duties and Responsibilities

The United Nations Environment Programme (UNEP), established in 1972, is the voice for the environment within the United Nations system. UN Environment acts as a catalyst, advocate, educator, and facilitator to promote the wise use and sustainable development of the global environment. UN Environment aims at inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations.

To accomplish this, UNEP´s Headquarter and its Regional and Country offices work with a wide range of partners, including other United Nations entities, international organizations, national governments, non-governmental organizations, the private sector and civil society.

The UNEP Latin America and the Caribbean Office (LACO) located in Panama City, Panama is supported by UNEP Mexico´s Country Office, located in Mexico City. UNEP´s Mexico Country Office collaborates with the Mexican government and other stakeholders in areas ranging from low carbon and resilient growth, resources efficiency, environmental governance, to projects on ecosystems and climate change, and supports Mexico in its transition to a low carbon and green economy.

In this sense, UNEP Mexico is looking for a Regulation and Environmental Governance Coordinator. The incumbent will be supervised by the UNEP Mexico Representative Officer in Mexico City and will work 40 hours per week, from Monday to Friday, full time at UNEP Mexico’s Office.

The Mexican Government – through its Ministry of Environment and Natural Resources (SEMARNAT) – and UNEP signed a Memorandum of Understanding (MoU) on 12 September 2011 and a second one in December 2014. These MoU have provided a framework for cooperation to facilitate the transition of Mexico towards a green, sustainable, low carbon economy and support climate resilient growth.

In the following months, UNEP will continue implementing projects related to Mexico´s transition towards a green economy, climate change, circular economy, resource efficiency, chemicals, marine litter, plastic pollution, sustainable agriculture, ecosystems, biodiversity conservation and environmental governance, among others. Furthermore, UNEP will be liaising with counterparts, stakeholders, and other donors.

In the case of the national agenda on reducing and combating plastic pollution, UNEP has been working with the alliance of civil society to support State and Municipal governments in adopting regulations and laws to start the prohibition of several single-use plastics products. As of today, more than 30 regulations have been adopted by subnational governments in Mexico. Moreover, UNEP has promoted dialogues and discussions in the framework of the works of legislators in the Federal Congress and the Senate, organizing workshops, political dialogues with main stakeholders, and the review of federal law proposals.

In addition, UNEP Mexico office will participate in the global project Informing Plastic Action, which is implementing in Brazil, and Africa. Additionally, UNEP will continue to play an active role in implementing the 2030 Agenda and organizing workshops, capacity building, and awareness-raising through communication campaigns and social media strategies. UNEP campaigns are fundamental to communicate the importance of environmental sustainability, such as #CleanSeas, #BreatheLife and #WildforLife need to be mainstreamed among different sectors of Mexico as well as the UN Decade of Ecosystems Restoration.

Academic

Qualifications/special skills

• Bachelor´s degree in International Relations, Public Policy, Environmental areas, Environmental Governance, Law, Engineer is required.

Professional

• At least four (4) years of professional experience in environmental governance, public policy, marine litter and plastic pollution, environmental matters is required.

Languages

Language

• Fluent in Spanish is required.
• Fluent in English is required.
