The Senior Agile Portfolio leader will support a portfolio of Agile Products/programs within Optum Tech that have enterprise level dependencies across multiple IT segments.

Primary Responsibilities:
An agile servant leader/partner that is involved in Planning & tracking of operational support for a portfolio of Technology products ($50-$100M) and services
Maintains a broad and sound understanding of products and product family association (taxonomy) and department alignment to track expenses/revenue, partnering with Product Ops, finance teams.
Owns supporting capital and opex planning for labor, infra and non-cap (tech)
Accountable for forecasting/tracking the labor (FTE) for all products/depts in portfolio
Including capex and opex labor
Understands current capacities (by product/dept) and growth (FTE) and how it is balanced to target budgets (agreed with business segments)
Tracks trends in hiring and attrition in the portfolio (by product/dept)
Has a good understanding of how a product P&L is tracked (expenses – labor, infra, NCT, vendor & revenues – chargebacks, ISA’s)
Partners with product, engineering & segment finance to align budgets to workforce plans
Works as single point contact/enabler for all hiring decisions/approvals representing the portfolio, with EAIP req. governance
backed by budgets, workforce forecasting, portfolio priorities and current dept capacities
Is accountable for maintaining quality (all ins/outs) of workforce roster, capacity metrics in the departments (products)
Has a good understanding all product P&L in the portfolio and decisions around growth, maintain, shrink strategies (for each product)
Supports Initiation phases of programs/products including capital & technology committee presentations for the program
Facilitate/Participates in the development of Architecture & delivery strategy
Facilitate ongoing key stake holder communication between Product, Finance & Delivery teams
Manage/Coach a team of program managers and agile practitioners (RTE, Scrum Masters)
Flex to facilitate scrum as required on new leadership engagements (ad-hoc and tactical)
Keep a quality check of workforce plans (rosters) for all products and ensure good guidance is provided on forecasting growth, department alignment of capacity/req’s, levelling etc.
Understand and support Agile measures tracking/reporting for the portfolio
Identify the key stake holders, manage the relationships/expectations of key stakeholders
Support weekly/monthly status reporting to key stake holders
Participate and be catalyst for process improvements in Agile Practitioner, Workforce, budget forecasting functions
Change Management : Influence senior leadership to adopt new ideas, products, and/or approaches

Required Qualifications:
Bachelor’s degree in applicable area of expertise or equivalent experience
5+ years of experience in Information Systems Development, with hands on technology or delivery experience
5+ years of Technical Project Management experience in a large enterprise environment (Fortune 200)
5+ years of experience directly supervising a team of 5-10 FTE in similar function
Experience managing a portfolio of $20M-$50M or 100-400 FTE’s Portfolio
Solid Agile/Scrum working experience
Solid analytical, problem-solving and financial analysis skills
Solid financial forecasting/tracking and workforce planning skills
Experience in supporting program capital management life cycle
Good understanding of product P&L tracking
Ability to build and manage relationships across a large enterprise
Agile Scrum and Professional PM methodology trained
C-level interface and presentation skills
Ability to influence decisions from top down or bottoms up
Skilled in MS office suite (Excel, MS Presentations )
Proficiency in computer software eg: Rally (CA Agile), CA Clarity (PPM Optics) or MS Project
Preferred Qualifications:
Agile (SAFe) Scrum certifications
Experience in the agile maturity transformation of teams eg: CICD, ATDD, Dev Ops and Test automation
PMP Certification
Health care insurance background
Process implementation & re-engineering
Good understanding of Cloud technologies & architecture
Developing & tracking strong business cases & cost benefit analysis
Big 4 or Professional Services experience
