US Customs and Border Protection Hiring for Auditor (HQ) at Washington, DC Full Time
Duties
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Regulatory Audit and Agency Advisory Services (RAAAS),Operations Division located in Washington DC.
Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given an entrance on duty date you will be provided additional information on the reporting requirements of your position.
Joining Customs & Border Protection will allow you to serve as auditor in charge in a headquarters division. This position starts at a salary of $106,823.00 (GS-13, Step 1) to $138,868.00 (GS-13, Step 10) with promotion potential to $138,868.00 (GS-13 Step 10).

Typical work assignments include:
- Developing national audit program guidelines and oversight processes that includes background information, program goals, audit objectives, preferred review procedures, and significance of audit findings
- Performing analytical and evaluating techniques to projects from the pre-planning phase through completion; and communicating issues and stakeholder interests. Conducting independent research and analysis; working collaboratively with stakeholders and team members; briefing appropriate leadership for their awareness and support; and making complete recommendations
- Developing field guidance for short and long-term national annual audit plan mix, goals, and achievements and monitoring and reporting on key performance indicators and other goals/milestones
- Requesting and processing feedback from subject matter experts, field, headquarters divisions and other components for incorporation into new and updated policies, procedures, technical guidance, processes, special projects, and innovative solutions/new initiatives
- Appling knowledge of risk-based targeting, auditing theories, concepts, and practices, as well as applicable generally accepted government audit standard for performance audits.

Qualifications
Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below:
A. Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree in accounting, auditing or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. A combination of education and experience – at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
OR
2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.
You qualify for this position if you possess one year of specialized experience as described below

meet the basic requirement listed above.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Facilitating national audit planning, preparing guidelines, establishing policy, and auditing processes for use by field offices
- Providing consolidated results for internal and external reporting and communication related to audits
- Developing innovative approaches to analysis, and auditing techniques.

You must submit a separation notice; your most recent SF-50 (noting your current position, grade level and duty location); a copy of your most recent performance rating of record; an agency certification that you cannot be placed after injury compensation has been terminated; an OPM notification that your disability annuity has been terminated; or a Military Department of National Guard Bureau notification that you are retired under 5 U.S.C. 8337(h) or 8456.

- Five Point Preference: DD 214 listing the character of service and either qualifying medal(s) or service period
