Duties include but are not limited to:
Represents Administration of Strategic Preparedness and Response (ASPR)/Emergency Support Function #8 (ESF#8) at state, local, tribal, and territorial jurisdiction emergency operations centers; supports public health and medical situational awareness, needs assessment, planning, resource coordination and related information requirements based on the nature of emergency at hand.
Assists state, local, tribal, and territorial jurisdictions in developing ESF#8 requirements for deployment of proper federal resources to meet the needs of a jurisdiction requesting federal assistance; drafting scopes of work and cost estimates for mission assignments during Stafford Act declarations; and collecting, analyzing, and sharing relevant operational information to assist in forecasting anticipated resource requirements.
Assists with public health and medical assessments and needs generation, validation, prioritization, and mission assignment processes in close collaboration with FEMA, federal ESF leads, and state, local, tribal, and territorial jurisdictions public health and medical authorities, as appropriated.
Strong ability to build relationships, establish communication channels and conduct liaison activities with state, local, tribal, and territorial emergency operations centers and public health and medical agencies.
Facilitates situational awareness and exchange of information in multidirectional avenues to help promote a common operating picture and a unified response plan.
Participates in the after-action reporting process of teams and the development of after-action reports including critical evaluation of field operations, team performance, operating policies, and treatment techniques, and ensures findings are addressed in operational plans.
This position is an Intermittent work schedule: A schedule that requires an employee to work an irregular number of hours or days for which there is no prearranged scheduled tour of duty. You also may not hold dual federal employment.
During deployments, the work is primarily related to readiness for and deployment for response during the aftermath of a disaster or public health emergency, where work may be field based, in a tent environment that is remote and austere, caring for sick, injured, dying, or deceased persons. This work requires above average health, physical, and mental conditioning with routine long periods of repetitive walking, bending, lifting, and carrying, such as carrying NDMS equipment or heavy patients on litters. Incumbent must be capable of working in a high-stress, high security, remote, austere, and uncharacterized environment, void of infrastructure and vital services, requiring specific physical demands, such as the ability to lift 50 pounds, and work characteristics that must be met to successfully perform the essential functions of this job. For these reasons, employees are required to complete a physical and health screening process, meet, and maintain certain physical standards, as well as mental, behavioral, and cognitive competencies. Work may be performed in an office setting or indoor and outdoor field sites, sometimes in adverse weather. During emergency situations, the work environment may be situated in austere conditions and environment in terms of destroyed infrastructure (e.g., food and water, housing, electricity, communications), the presence of endemic diseases, and limited health and sanitation facilities requiring special safety precautions.
To qualify for this position, you must meet the following requirements:
You qualify for this position if you possess the following: One year of specialized experience equivalent to the next lowest grade GS-12 in the Federal service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer.
Your resume must clearly describe at least one year of specialized experience that provided one (1) out of four (4) of the following duties or work assignments:
(1) Developing public health program goals and objectives OR
(2) Deciding the content, character, and functions of public health program components OR
(3) Developing and implementing long-range public health program plans and evaluations OR
(4) Recommending the need for organizational improvements, restructuring, or changes in modes of control and communication.
Experience refers to:
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and/or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
This position does not have an education qualification requirement.
