Summary This position serves as an Industrial Hygienist in the Safety Office which is organizationally located within the Medical Center Director’s Office at the VA Puget Sound Healthcare System in Seattle, WA. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION As part of the VA’s succession planning, the Technical Career Field (TCF) training program within VHA that was created to ensure individuals are trained in critical areas that have current or predicted shortages. Individuals selected and appointed to this program follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. At the time of acceptance into the TCF program, trainees will be required to sign sign Mobility, Training, and Continued Service Agreements. The program is nationally funded to include salary, benefits and training/travel dollars. Relocation expenses for acceptance into the training program or for placement are not funded by the TCF program. Please keep in consideration, the training program is meant for those individuals who plan on staying with the VA a minimum of 3 years after completion of their training program. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-7 and GS-9 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major Duties: Performs duties that include and/or involve asbestos control and abatement, ethylene oxide, formaldehyde, hearing conservation, hazard communication, nitrous oxide, mercury, hazardous and infectious waste management, water testing and treatment, respirator program, and anti-neoplastic drugs. Assesses work practices and environmental conditions to identify hazards to the health and safety of workers. Conducts studies of work operations and processes, examines work environments, analyzes findings, provides recommendations, and prepares various reports. Environmental conditions involve a variety of hazards including physical, chemical and biological hazards, ionizing and non-ionizing radiation, and other environmental agents. Assigned work areas include industrial shops, surgical suites, production areas, laboratories, research areas, confined spaces, and outdoor worksites. Regularly inspects the medical center to identify potential occupational health hazards and the need for further investigative studies and surveys. Performs analysis to determine nature and degree of toxic materials present. Interprets results of studies in terms of possible impairment to health, nature of health impairment, potential damages, etc. Receives and disposes of hazardous wastes and maintains appropriate records in accordance with existing EPA standards, state law and VA regulations. Serves as backup to the Safety Officer. Performs other related duties as assigned. Qualifications Basic Requirement (Copy of Transcripts and/or Certification Required): A bachelor’s or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or A bachelor’s degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or Certification from the American Board of Industrial Hygiene(external link) (ABIH). Evaluation of Education: Courses in the history or teaching of chemistry are not acceptable. All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor’s degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum. In addition to meeting the basic requirement, applicants must have specialized experience and/or directly related education as described below: GS-7: You must have at least one year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal service OR one year of graduate-level education OR superior academic achievement (NOTE: Copy of transcripts required if qualifying on SAA – to receive consideration/credit) GS-9: You must have one year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal service OR a master’s or equivalent graduate degree OR two years of progressively higher-level graduate education leading to a master’s degree (NOTE: Copy of transcripts required if qualifying on education – to receive consideration/credit) Specialized Experience: Experience that involved the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment. Combination of Graduate Education and Professional Experience: A combination of successfully completed graduate level education and specialized experience as described above may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study). Additional Information Physical Requirements: Industrial hygiene surveys are frequent and required the employee to carry moderately heavy equipment. Investigations also involve a good deal of standing, walking and bending.
