Summary This position is located within the Pharmacy Service at the Boise VA Medical Center (BVAMC) in Boise, Idaho. The primary responsibility of the Pharmacy Compounding Program Manager is the oversight and management of the compounded sterile products (CSP), non-sterile compounding, and hazardous drug programs for the pharmacy service at the BVAMC. This position will also be responsible for supporting the clinical pharmacy services for the BVAMC inpatient pharmacy service. Develops and implements appropriate policies and procedures. Oversees and assures facility compliance with USP Chapters 795, 797, and 800 and other applicable laws, regulations, and standards. Monitors activities of all personnel involved with compounding to ensure compliance with USP Chapters 795, 797, and 800 and other applicable laws, regulations, and standards. Ensures the competency of pharmacy personnel in the preparation and handling of compounded sterile and non-sterile products through initial competency assessments, annual training, and standard testing. Develops educational initiatives and provides education and training of all pharmacy service trainees and employees specific to CSP, non-sterile compounding, and hazardous drug management processes. Maintains environmental control of the compounding areas and cleanroom primary and secondary engineering controls and ensures they meet environmental standards and validation requirements for viable and non-viable airborne sampling and testing. Provides overall coordination of clinical pharmacy services for the inpatient population including collaboration with other health care professionals to provide direct clinical patient care. Coordinates activities and interacts with pharmacists supplementing and supporting their activities as workload/time dictates. Assists in clinical decision-making regarding medication safety and medication shortages and assists in communication of this information to prescribers. Serves as an authoritative consultant and advisor to physicians, nurses, and other health care professionals in the outpatient infusion clinics for education on how to prescribe, dose, order, infuse, and handle hypersensitivity reactions for outpatient infusions. Serves as an authoritative consultant and advisor to clinical and non-clinical staff on compounded sterile products, hazardous medications, and USP standards. Assumes an active role in the overall pharmacy-training program consisting of students, externs, interns, residents, and professional and non-professional staff members. Conducts on-the-job training and provides guidance through designated programs. Keeps abreast of new developments in pharmacy practice and drug therapy by reading pharmacy and medical literature, and participating in continuing education programs. Education:(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a Doctor of Pharmacy (Pharm.D.) degree. Today the sole degree is Doctor of Pharmacy.)(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). GS-13 Grade Qualifications: Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Pharmacists assigned to this position must demonstrate the following Knowledges, Skills, and Abilities (KSAs): Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
