Summary The Outreach Program Coordinator (OPC) at the VA Central Ohio Healthcare System (VACOHCS) serves as the designated point of contact to work directly with internal and external stakeholders to promote VA health and wellness services to eligible Veterans. VACOHCS encompasses a large ambulatory care center, a satellite care site for Behavioral Health, an administrative support site, and four outpatient clinics throughout the state of Ohio, a unique patient population of approximately 45,000. Responsibilities Majors Duties may Include but not all inclusive: The incumbent is the VACOHCS representative for all community outreach events, meetings and trainings. Will provide outreach services to all Veterans and their families and provide support for recently discharged service members transitioning to civilian life. Educates the community on VA Health care services and benefits, increases enrollment and improving TCM patient care coordination. This requires and in-depth knowledge regarding all eligibility rules and regulations, an understanding of laws, regulations and manuals; and the ability to interpret those rules and communicate them in an understandable manner to individuals raising questions. Will track the impact and outcome of the outreach events providing feedback to executive leadership including the number of enrollments per event. Feedback will also include recommendations of change to effect better service to the veteran population. Implements and coordinates scheduling and operations of VACOHCS mobile unit(s) to ensure more accessible health care services to veterans within the VACOHCS catchment area. Incumbent identifies and cultivates partnerships with targeted businesses and government agencies to position the mobile unit for optimal access and visibility to veterans in need of medical services within a given community. Works with the Public Affairs Officer to develop and direct mobile unit publicity material, news releases, and public service announcements. Incumbent may be required to drive mobile unit, and may be required to obtain Commercial Driver’s License (CDL). Incumbent serves as Chair of the VACOHCS Outreach Committee, developing the agenda, approving minutes, and reporting committee actions and updates up to the VACOHCS Executive Leadership Board. Incumbent leads the committee in developing short and long term facility outreach plans, prioritizing, planning and executing outreach events, and making recommendations to senior leadership on VHACOS Outreach initiatives. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Incumbent must have a comprehensive knowledge of VA policies, procedures, objectives and regulations pertaining to the operation of patient care programs and their inter-relationships to appropriately advise veterans on administrative policies relating to patient care. Ability to deal with a variety of individuals with tact and diplomacy. Ability to present self in a professional attitude and to create positive impression as a management’s representative. Ability to identify and analyze complex problems or situations with a range of variables. Ability to complete assigned projects, studies, narrative and statistical reports, reviews in a thorough, accurate, and timely manner. Must have skill in making oral presentations and written communications. Skill in establishing and maintaining working relationship with a variety of individuals. The incumbent must possess interpersonal skills that facilitate the cooperation of both consumers and staff. Extensive knowledge with using a personal computer Must have skill in operating computer equipment such as printers and scanners, fax machines, copiers and telecommunication equipment. To qualify based on education for this grade level you must have master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree .OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.
