Summary The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) at the VACO Readjustment Counseling Service-VA Eastern Colorado Health Care System. Primary functions of the Readjustment Counseling Technician include providing immediate 24-hour support and assistance to veterans who are experiencing a psychological, emotional, relational, substance abuse, and family crisis in addition to providing safety assessment and information and referral services. Responsibilities Receives and responds to all telephone inquiries from veterans, veteran family members, and/or concerned citizen(s) regarding any issue related to readjustment counseling, VA services, or other veteran related issues including but not limited to: PTSD Symptoms – Inquiries may include questions concerning symptoms of PTSD, and/or treatments available for other readjustment counseling disorders that the clients/family members may be having after returning from combat. Assesses veteran calls for PTSD and/or other medical/mental health conditions for proper referral to Vet Center, VAMC or community resource. – Responsible for assessment of all veteran or family calls for potential suicide and conduct a warm hand off to the VA National Crisis Line for further assessment and treatment. Provide appropriate information and referral services for immediate crisis response; keep accurate records of ALL contacts in accordance with Vet Center policies and procedures. Must be able to provide contact information in the veterans geographical area (i.e., address, telephone number and any other pertinent information to the client or said family members in order for the client to obtain needed on-going assistance if appropriate). Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience/education as described below: GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: engaging with customers, listening and assisting them with identifying their needs; providing Military Members or Veterans with appropriate VA and Community resources GS-08 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: engaging with customers, listening and assisting them with identifying their needs; providing Military Members or Veterans with appropriate VA and Community resources; assisting Military Members or Veterans in crisis; multitasking and operating several Microsoft applications; managing high inbound call volume. . NOTE: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. Two full years of graduate education or a master’s degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You will be rated on the following Competencies for this position: Computer Skills Customer Service (Clerical/Technical) Intervention Psychological Assessment Veteran and Customer Focus Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: A high level of mental alertness is required, will be expected to speak with many people in many different location in the course of a workday. The actual work is primarily sedentary. Work Environment: Work is an office setting in RCS Call Center facility. Environment involves everyday risks of discomfort that require normal safety precautions typical of an office, meeting room or training center. Work are is adequately lighted, heated and ventilated.
