Summary Veteran Benefits Administration’s (VBA) Office of Strategic Program Management Office (SPMO) supports the strategic initiatives and collaboration framework for VBA and maintains it to effect implementation of VA/VBA Strategic Goals, Objectives and Strategies. This office coordinates VBA’s responses to various congressional requests for planning information and subsequent achievements through reports. Responsibilities Major duties include: Serves as advisor and consultant to the Under Secretary for Benefits, Deputy Under Secretary for Benefits, Director of Strategic Program Management Office (SPMO) and the Secretary of Veterans Affairs on questions concerning technical aspects of assigned area. Ensures vertical and horizontal integration of major program and projects development for VBA and its stakeholders. Ensures the efficient, effective, and timely execution of assigned programs in accordance with established objectives, schedules, and program funds. Assists the Director in providing centralized program/project management and executes strategic guidance and direction using program integration and implementation, requirements integration and management, business modernization and improvement, program assurance and risk management concepts. Manages assigned projects in accordance with established cost, schedule, functional and technical performance requirements. Assists in defining the VBA’s programs and project management goals. Oversees the management of actual project resource utilization (funds and manpower) to ensure effective resource utilization in compliance with study and project management plans. Conducts periodic program review and analysis briefings to compare progress with objectives and established milestones. Identifies areas where slippage is occurring and determines required corrective action to bring project in line with established schedules. Manages Human-Centered Design campaigns for VBA to include training, workshops, and providing necessary tools to stakeholders. Manages ideation for VBA to include Ideation Campaigns and the management of ideation platforms. The Assistant Director will ensure performance measures and updates for inclusion to in the Board of Directors and the Executive Steering Committee (ESC) are tracked and collected. Plans and coordinates work efforts, assigns and reviews work, resolves employee issues/complaints, selects new employees, sets performance standards, and evaluates performance of subordinate supervisors and non-supervisory staff. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Specialized Experience: Applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: Experience developing information systems to track, monitor and control areas (responsibilities, schedules, resources, costs and risks) related to strategic planning and initiative objectives in support of education, benefit and/or compensation programs; supervising staff and coordinating a full range of personnel management actions; developing relationships and engages with broad/multi-level stakeholders to support strategy development and transformation; and directing human centered design projects to evaluate and solve complex problems related to education, benefits and/or claims processes in a program or organization.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee’s credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed. Career Transition Assistance Plan (CTAP) provide eligible displaced Federal/VA competitive service employees with selection priority over other candidates for competitive service vacancies.
