Summary

VillageReach is a complex global non-profit organization that is entering an exciting developmental phase to reach 100 million people in Africa by the end of FY2026. As our Compliance Manager – a new position at VillageReach – you will join the dynamic Enterprise Risk Management team in ensuring that our expanding reach, operations, and procedures comply with regulatory and funder requirements as well as internal policies. In this position, you will have a range of responsibilities, including evaluating all current and new compliance regulations, reviewing and strengthening company processes, and leading compliance-based training. This is an ideal opportunity for a lawyer with non-profit and global experience who is a creative problem solver, enjoys developing capacity in others, and is excited to help us increase access to quality health care for millions of people. This position can be remote from anywhere in the United States, slight preference for one of the following states where VillageReach is registered: WA, OR, CA, CO, TX, IL, KS, KY, MD NY, VA, or WA DC.

Description

Compliance:

• Develop the organization’s understanding of and compliance with relevant laws, regulations, policies, and procedures.
• Identify, assess, report on, and recommend corrective measures to address risks and compliance issues.
• Track, centrally maintain, and regularly review organizational policies that have compliance/legal implications.
• Ensure Award Managers are trained on the specific compliance rules pertaining to new incoming funding

Contracts and Procurement:

• Advise on, prepare and review contracts including but not limited to governmental and multi-lateral agreements.
• Refine contract and procurement policies and procedures, templates, checklists, and tools as needed; including publication of standard review process for organizational contracting and procurement.
• Develop and maintain organization-wide contract database with tickler system.

Registrations and Representations/Certifications:

• Research, track, and ensure currency of VillageReach country registrations; partner with Finance team on US registrations, including SAM annual registrations. Research legal requirements to inform geographic expansion plans
• Manage business development representations/certifications on all outgoing awards.

• Review proposals, marketing materials, presentations, websites, and other publications to ensure compliance with regulatory, funder, and internal requirements.

Insurance/risk management: Manage VillageReach insurance portfolio, and develop sound risk management strategies and processes.

Organizational Capacity Development: Provide effective training to employees and volunteers about legal and procedural requirements, including contracts, procurement, and organizational impacts of noncompliance.

Support preparation of responses to regulatory requests.

Collaborate with other departments to create a culture of compliance.

Supervisory Responsibilities:

This position does not directly supervisor others.

Education & Experience:

• At least 3 years’ experience required as a compliance officer, compliance manager, or other position responsible for organizational compliance; with at least 1-year at a non-profit organization.
• Experience overseeing USAID prime compliance, and working at international organizations strongly preferred.
• Outstanding critical thinker, with proven ability to identify, assess, and address compliance issues.
• Demonstrated success developing and implementing effective process improvements and standard operating procedures.
• Solid understanding of technical and financial reporting.
• Excellent verbal and written communication, organizational, analytical, and interpersonal skills.
• Highly collaborative, with experience developing organizational capacity in a matrixed and global environment.

Other Qualifications:

• Compliance with VillageReach’s COVID-19 Vaccination Policy.
• Established cultural competency in partnering with racial, cultural and linguistically diverse groups.
• Demonstrated understanding of challenges with working in rural, underserved and low-income context; experience living in and/or working in a low-income country a plus.
• Proficient in latest technology for business systems and management, including Microsoft Office Suite or related software (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment.
• English required; Portuguese and French desired.

Environment and Physical Demands:

VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our USA office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am. In addition, our Regional Africa based staff and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm.

Approximately 90% of the workday is spent sitting. Must be able to lift 25 lbs.

Compensation:

VillageReach has an established compensation structure that is based on the relevant market and internally transparent. The range for this position is $85,900 to $104,700. We hire people into the established range based on one’s experience and education and considering internal equity. We do not inquire about salary history.
