Duties and Responsibilities

Responsible for assisting in implementing the Authority’s Housing Choice Voucher Family Self-Sufficiency program. Performs a variety of tasks related to the Housing Choice Voucher (HCV) and Family Self-Sufficiency (FSS) programs. Specific duties include but are not limited to the following:

• Recruit, interview, and provide information to FSS applicants.
• Maintain active FSS enrollment of 150+ clients.
• Process initial paperwork for FSS participants.
• Prepare, execute and monitor FSS contracts.
• Perform individual and family needs assessments to determine potential obstacles in achieving self-sufficiency.
• Coordinate the Program Coordinating Committee; prepare agendas for meetings; report HUD-related information to Committee.
• Plan and coordinate activities for program participants, such as job training programs, GED classes, etc.
• Refer participants to appropriate social service agencies, and meet with representatives of other public, private, and social organizations to design and develop collaborative approaches to programs and services delivery for FSS participants.
• Act as liaison between program participants and various community resources, performing counseling and case management functions for FSS participants.
• Prepare all HUD and Housing Authority required reports relating to the FSS program.
• Establishes and monitors FSS escrow accounts.
• Attends meetings in person, by teleconference or virtually.
• Create and maintain a case file on each FSS Program participant.
• Develop and maintain working relationships with community agencies.
• Assist with the preparation of grant applications for projects and programs that relate to the FSS Program.
• Handle telephone communication from clients, the general public and social service agencies concerning the HCV Program.
• Interview participants monthly to review and document progress.
• Develop a quarterly newsletter to send to FSS clients.
• Provide assistance to the Homeownership Program.
• Assist with the Resident Advisory Board.

Qualifications and Knowledge

• Associate’s degree in social work, psychology, education or related field with 3 years’ experience working with the public. Completion of college classes and work experience may be substituted for the degree requirement.
• Some knowledge of Authority policies and procedures, and practices pertaining to the HCV
• Ability to understand and follow complex written and oral instructions.
• Ability to meet and interact with the public and establish and maintain effective working
• Ability to make independent decisions.
• Ability to communicate and relate to people of diverse backgrounds and abilities.
• Ability to maintain effective working relationships with other employees, clients and the public.
• Ability to operate computer and other office equipment. Experienced with Microsoft programs such as Word, Excel, Publisher and Outlook.
• Must be bondable, have a valid Ohio Driver’s License and be eligible for coverage under Authority fleet auto insurance.
