The Sr. Director of Project Accounting is responsible for ensuring accurate project accounting reporting of the organization’s overseas field offices, including the consolidation of all field office financial reports and the maintenance of field office general ledger data. The Sr. Director of Project Accounting will establish necessary financial procedures and reinforce internal controls to comply with Donor and ACDI/VOCA policies and regulations (2CFR 200 –Uniform Guidance/ FAR and other regulations). S/he will provide training and ongoing support for ACDI/VOCA field staff in understanding donor financial compliance, identifying financial risks, and other best practices related to accounting management.S/he will play a key role in designing and implementing financial ERP system.The Sr. Director supervises a team of project accountants, ensuring effective support is provided to field office finance staff.
Responsibilities
Collaborates with Managing Director, Project Accounting in managing field office risk by monitoring ACDI/VOCA finance and accounting operation overseas.Supervises project accounting operations including USAID, USDA, MCC funded awards, USAID Food for Peace awards and awards from other donors such as World Bank etc.Supports Project Accounting Directors in their oversight of the Project Accounting team and ensure that reports are received timely and field accounting transactions entered into the HQ general ledger are accurate.Hires, evaluates, and supervises project accounting staff; including assigning project workloads to project accounting staff to ensure balanced workloads and coverage.Oversees training programs for field accounting staff on policies, procedures, advanced accounting concepts, and the establishment of effective internal control systems.Oversees reconciliation of cash management for projects funded in the field offices and review and reconcile monetization accounts.Oversees maintenance, analysis, and monthly reconciliation of field office balance sheet accounts.Oversees special accounting treatments for Food for Peace, Food for Education, and Food for Progress projects, including commodity inventory review and cash management, as applicable.Travels to field offices to train and support in accounting system implementations and overall financial operations, recommending specific procedures for operating environment.Reviews sample documentation from field offices for the annual audit and other audits as needed.Contributes to the development, implementation, and improvement of field office financial system(s).Oversees financial closeout of awards and field offices to include timely collections of receivables and final reconciliation of project balance sheet accounts in Unit4.Responsible for the subrecipient financial monitoring and risk assessment process, including the development and implementation of monitoring and risk assessment tools.Prepares special reports and provides support and assistance to the CFO, VP of Accounting & Finance, Managing Director as needed.Instill, strengthen, and promote a culture of diversity, equity, inclusion, and belonging within the team, driving behaviors that staff will emulate.Performs other duties as assigned.
Qualifications

Additional years of experience will be considered in lieu of advanced degree. CPA preferred.Minimum of eight years’experience in accounting and finance and experience with contracts/grants from federal agencies, such as USAID, required.Experience with accounting/finance in an overseas field office on a development project.Familiarity with cost accounting practices and OMB Guidance for Grants and Agreements, 2CFR200.Knowledge of and experience with GAAP and nonprofit accounting.Ability to interpret complex program and governmental regulations.Fluency in English required; French and/or Spanish language fluency preferred.Knowledge of and experience with accounting software packages and related report writing modules.Working proficiency with databases, spreadsheets (Excel), QuickBooks, and Microsoft Office required.Demonstrated excellence in oral, written and reading comprehension abilities.The ability and willingness to travel internationally is required.
