Responsible to the Director, Flight Dispatch, the Manager Flight Dispatch Quality and Support has overall responsibility for the quality and risk management of the Flight Dispatch department and its audit preparedness and oversight of the Flight Support Department. This position will also be responsible in association with the Flight Dispatch Manager of Operations for medium to long term operational planning inclusive of route and airport analysis with respect to training and briefing information (this includes Airport Authorization Process).
Responsibilities:
On behalf of the Flight Dispatch branch:
Advise branch head of any inadequate human and financial resources to support the branch quality assurance and audit functions;
Communicate any SMS quality assurance and audit process shortcomings to the branch head;
Assist the branch in preparation for Transport Canada Safety Management System (SMS) and IATA Operational Safety Audit (IOSA) Assessments;
Lead the preparation for internal SMS and IOSA Audits conducted by Corporate Safety, Environment & Quality;
Manage the audit program:
Develop, review and maintain the internal audit schedule; and
Develop, update, and monitor internal branch audit checklists to ensure changes to regulations (e.g. CARs), applicable industry standards (e.g. IOSA, ISAGO) and assessment of potential areas of risk as identified in the safety risk profile, as well as internal SOPs are incorporated.
Ensure branch performance by gathering and analyzing audit and safety data;
Oversight of the Safety Risk Profile and advising the branch head of issues;
Oversight of branch risk assessments and, as required;
Ensure an effective documentation control system;
Ensure that business processes specific to SMS and IOSA are documented, implemented, and reviewed annually;
Oversight of vendor management program (including the conduct of audits and contract oversight, when applicable) ;
Maintain a branch audit record process that facilitates the tracking of findings, observations, and best practices;
As required maintain a pool of qualified auditors and track auditor qualifications
As required, assign audit team based on qualifications, experience, and interpersonal skills;
Monitor that Corrective Action Plans (CAPs) are completed within prescribed timelines and are evaluated for effectiveness;
Monitor audit findings and report information to applicable business unit, branch, department or management
Review any significant issues, trends, or high risk level findings
Communicate critical findings immediately to the branch head and the Managing Director, Corporate Safety, Environment, & Quality;
Assist branch SMEs with root cause analysis to ensure consistent HAFCS coding.
Act as the point of contact for Quality Control for Flight Dispatch, as such;
Liaise with Flight Operations Quality to:
Ensure that processes needed for the Quality Management System (QMS) are established, implemented and maintained.
Ensure that the performance of the QMS is reviewed at planned intervals to ensure its continuing suitability, adequacy and effectiveness.
Ensure that all new Flight Dispatch staff are apprised of the requirements of the QMS related to their own roles and responsibilities. Provide training as necessary.
Ensure that all vendors selected by Flight Dispatch are, evaluated and re-evaluated and that records of this assessment are maintained.
Assess data on the effectiveness of the QMS and evaluate where improvements of the QMS can be made. This shall include data generated as a result of monitoring and measurement and from other relevant sources.
Ensure that corrective and preventive actions are taken, recorded and reviewed in the QMS.
Evaluate and report on Dispatcher performance, metrics, tools and processes to the Director, Flight Dispatch and on the effectiveness of new programs, procedures and technology.
Ensure that safety and quality objectives set by the Director, Flight Dispatch to measure performance of the QMS are adhered to and reviewed regularly.
Liaise with the Manager, Flight Dispatch Standards and Training to ensure the Flight Dispatch documentation is updated in line with the requirements for the QMS.
Attend and represent Flight Dispatch at the Quality Managers Committee (QMC)
Liaises with Flight Operations Chief Pilots, Aircraft Performance, Flight Safety and Aeronautical Charting.
In the Support Role:
Direct Manager, Flight Support
Prioritize and delegate tasks to Manager Flight Support to ensure that flight planning requirements in need of immediate response are actioned.
Along with the Manager, Flight Support, develop and implement standard operating procedures to continuously improve quality of flight planning data.
Conduct statistical analysis of flight planning database.
Act as single point of contact, as required, for Air Navigation Services, IATA, and other State agencies and airport authorities to ensure that Air Canada is aware of and can fly the most optimum worldwide air routes.
Along with the Manager, Flight Support, responsible for requesting, maintaining and amending essential global over flight permits – ensuring they are validated and processed in reliable and timely manner.
Responsible to regularly conduct audits on relevant confidential databases to ensure that quality control is upheld and improved and recommend cost saving initiatives.
Acts as designate for the Director, Flight Dispatch, Manager Flight Dispatch
Authority
Provides expertise for assessing and designating any special airports and / or routes and ensuring any training and / or briefing information is available for the Flight Dispatcher’s prior to start-up.
Qualifications
University entrance minimum, university or college diploma preferred.
Ability to communicate in both written and oral English at an advanced (University Degree equivalent) level. Additional linguistic requirements Level 3 – Bilingual (ideal).
Ability to use MS Word, Excel, electronic mail efficiently.
Must possess Transport Canada Flight Dispatch Certificate.
Experience/Business Knowledge
Depth of skills and expertise required for the position
Level 5 – At least 5 years as a qualified Flight Dispatcher with Air Canada.
Knowledge of management analysis and principles, methodology and techniques
Breadth (the scope) of skills and expertise required for the position
Level 5 – At least 5 years as a qualified Flight Dispatcher with Air Canada. Previous operational control/flight dispatch leadership experience or project management roles.
Range of business/industry knowledge required for the position
Level 5 – In depth knowledge of Canadian Aviation Regulations, associated Commercial Air Services Standards, FARs and JAR-Ops. In depth knowledge of 705 and 725 operations. Must demonstrate significant achievements in specific quality areas and/or issues; proven superior interpersonal skills, writing skills and leadership capabilities.
Criticality
Level 5 – position is required to satisfy Transport Canada, IOSA, iSMS, JAR-Ops and FAA Codeshare requirements and affects the operational integrity of the airline.
Scarcity
Level 5 – combination of operational knowledge in the required areas and expertise are difficult to find.
Safety Responsibilities: as per the Air Canada Flight Operations Manual (FOM), the Air Canada Flight Dispatch Standard Operating Procedures Manual (FDM), the Air Canada Flight Dispatch Training Manual (FDTM), the integrated safety management system, SOC/Dispatch work area recovery and evacuation process, and aircraft accidents and incidents (publication 400).
