The primary purpose of this position is to serve as the command subject matter expert and program manager in managing the Small Business Program. Responsible for promoting effective outreach and strategies that provide fair opportunities in acquisitions, assessing deficiencies, and developing strategies to enable small business to effectively in the market sector. Responsibilities Provides expert program management advice and approaches to executing the objectives of the Small Business program. Guides special teams/projects and initiatives and performs special assignments. Plans and directs analyses, evaluations, and reviews of small business program objectives and specific acquisitions, when required, and provides sound programmatic and acquisition strategy advice with respect to the Small Business Program. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes the following tasks: promoting effective outreach and strategies to reach targeted audiences; formulating and implementing program policy and guidance; providing counsel and assistance to small businesses and other internal/external stakeholders on acquisition opportunities and procedures. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Business and Industry Series, 1101. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of Federal, DoD and Air Force acquisition and contracting policy and procedures, including knowledge of Small Business Act and DoD/AF Small Business policies, goals and the small business strategic planning process. Thorough knowledge of and ability to advocate and negotiate with individuals and groups both internally and externally. Skill in interpersonal relations and the ability to develop an expansive professional network with other organizations and internal and external stakeholders. Ability to assist in establishment of command small business program/policy goals and the structure and processes as necessary to implement the organization’s mission and vision, as well as support the larger DoD/AF Small Business Program. Knowledge of appropriate education and training methodologies, processes and procedures to effectively communicate and train internal and external stakeholders PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
