WHAT YOU NEED TO KNOW

The American Red Cross is seeking a Manager of Monitoring and Evaluation for its International Services and Service to the Armed Forces departments. The manager owns and promotes the “rules and tools” across the DMERL (Design, Monitoring, Evaluation, Research, and Learning) spectrum and supports program team members at national headquarters and in the field to implement design and monitoring standards and systems with fidelity. The position owns, executes, and provides leadership of standards for evaluation and research studies. The Manager represents the American Red Cross at and provides PMER competency and support to the Red Cross / Red Crescent Movement, as well as to the wider American Red Cross organization. This position supervises staff members performing monitoring, evaluation, and research, and provides support, development and/or leadership guidance to DMERL volunteers. This position is 100% remote.

• Plan and develop methods and procedures for implementing monitoring, evaluation, and research approaches.

• Manage and coordinate activities, and exercise control over personnel responsible for specific functions or phases of DMERL.

• Ensure compliance with internal policies and industry best practices, and promote adoption of DMERL across both departments, and the organization.

• Demonstrate project management standards and competencies.

• Manage and coordinate activities concerned with DMERL deliverables, standards, and resources.

• Ensure consistent delivery of programmatic monitoring, evaluation, and research and the integration with other programs within the organization.

• Promote data-driven, continuous programmatic learning.

• Negotiate with key partners, National Societies, Movement partners, and other stakeholders as relevant to active projects or projects in development.

• Support resource mobilization efforts at the grant proposal design phase, advising on program design and recommending MEL plan design according to industry standards and best practices. Review indicators, results, and project tracking to ensure progress is being accomplished.

• Ensure compliance with appropriate organizational policies, donor agreements, and applicable rules and regulations.

• Assign and oversee meta-analyses across projects, programs and portfolios to drive organizational learning.

• Understand, identify, and influence priorities for research, evaluation and organizational learning, and devise strategies to support these priorities.

• Implement these strategies to integrate programmatic and organizational learning into overall organization and programmatic plans; manage execution of those strategies.

• Ensure alignment and execution of research studies and evaluations to support organizational strategic priorities and initiatives.

• Manage study, consultant, and grant activity budgets to ensure DMERL deliverables are achieved within parameters of cost, schedule, and quality.

• Recruit and manage the work of external evaluation consultants as needed.

• May work in conjunction with internal departments and/or external partners to develop grants and/or fundraising strategies.

• Oversee effective use of systems and technology, including Red Cross software and systems, and research/analytical software.

• Leverage AI within the guidelines of the American Red Cross and industry standards for ethical and responsible use of AI in the humanitarian sector.

• Hire, train, coach, counsel and evaluate performance of direct reports and volunteers.

• Provide subject matter expertise and guidance for monitoring and evaluation staff in the field (matrixed team) and within the American Red Cross organization.

• Develop individual and DMERL team goals, and assign work to support achievement of these goals.

WHAT YOU NEED TO SUCCEED

Education : Bachelor’s degree or equivalent experience required; Master’s degree preferred in a discipline demonstrating research methodologies.

Experience : Minimum 5 years of related experience or equivalent combination of education and related experience required.

Management Experience : Minimum of 3 years of supervisory or management experience.

Reports to : Director, Quality, Data and Learning (Business Planning), SAF/ISD

Skills & Abilities : Demonstrated experience integrating innovative approaches to solving humanitarian challenges. Experience and knowledge of the project management cycle, including project design, launch, implementation, monitoring, evaluation, and learning. Project-level MEL experience is required in the humanitarian sector, preferably in the field of Disaster Risk Reduction and/or with military members and veterans.

Experience in proposal writing, project design, and other fund-raising methodologies is desirable. Must have excellent interpersonal skills and the ability to work effectively with people from a wide range of backgrounds and cultures. Experience managing within a multicultural team is highly desired. Experience working and leading in a matrixed management structure. Experience working with and within the Red Cross/Red Crescent network is preferred. Experience working with local/national partners.

Must be responsible and self-motivated. Candidate must have strong verbal and written communication skills and must demonstrate familiarity with evolving industry standards. Ability to work on a team. Spanish language skills a plus.

Travel : Domestic and international travel may be required, 10-15%, depending on home location.

Note that this position supervises staff members who are based overseas and in different time zones. The ability to accommodate evening calls two to four evenings per month is a requirement of this position.

While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.

SALARY INFORMATION

The salary range for this position is: $90,000 -$109,000

Other factors that may be used to determine your actual salary may include your specific skills, how many years of experience you have and comparison to other employees already in this role.
