Project Description:
Multiple structures were developed and various response measures were implemented to prevent serious illness and death due to COVID-19 and minimize disruption to society. As BC shifts towards a recovery response, there is a limited window of opportunity to learn from the experiences of individuals and groups engaged in the pandemic response and identify areas for improvement to prepare for emerging pathogens and future pandemics.
BCCDC is seeking to: 1) describe the public health experience of the COVID-19 pandemic, and 2) articulate learnings to inform a provincial pandemic “playbook.” A “playbook” is envisioned as a practical pandemic preparedness plan that articulates not only what the pandemic response entails, but how it is implemented.
The project will engage with public health groups and tables to collate and coordinate reviews of the pandemic response. The output of these engagement will be a document describing systems in place prior to COVID-19, and a description and analysis of what happened during the COVID-19 pandemic response (including learnings and challenges), based on the framework developed by the World Health Organization. The impact on equity of the social determinants of health, Indigenous self-determination, and marginalized populations will be considered in all the topic areas explored.
Education and Experience:
A Diploma in Consulting Category related disciplines and a minimum of three (3) years of related Consulting Category experience
An absolute minimum of six (6) years of directly related experience.
Specific Qualifications or Experience Required:
Previous Experience with similar projects, stakeholder engagement, and qualitative research methodologies.
Understanding of public health organizations and principles in Canada.
Understanding of complex healthcare organizations and pandemic and/or emergency responses. Relevant credentials and registration.
Position responsibilities involved, but not limited to:
There are several broad task areas where the Business Process Review, Process Improvement and Quality, Intermediate will be called upon to provide the above services.
They may include but are not limited to the following field of activities:
In collaboration with the BCCDC project team, review and adapt the World Health Organization guidance in the applicable facilitation model. https://www.euro.who.int/data/assets/pdf_file/0009/393651/who-guid-aar-eng.pdf
Host and facilitate 5-10 intra action review sessions with key stakeholders from Regional Health Authorities, First Nations Health Authority, Provincial Health Services Authority, and BCCDC.
Collate the data gathered through the engagement sessions and conduct thematic analysis with qualitative methodologies.
Produce a final report based on the findings for review by the BCCDC project team for distribution to participants and the public.
Develop and implement a knowledge translation plan in partnership with the BCCDC project team.
