Work Day/Hours: Monday – Friday
8:30 a.m. – 5:00 p.m.
This position is devoted to management of land, buildings and right-of-way including the acquisition, disposition and management of City property and facilities. Manages the City’s Real Estate Division including real property transactions, management of real property and surplus property and maintenance of databases. Work involves making interpretive decisions on behalf of the organization regarding the means for executing the goals established by City policy and the supervisor, subject to constraints imposed by available technology and resources. Such interpretive decisions provide context for the work to be accomplished by subordinates supervised within the units managed.
Responsible for overseeing daily operations and directing work flow; conducting, attending and participating in departmental staff meetings and meetings with other departments, City leadership and citizens; reviewing and/or preparing and submitting reports; representing the City on matters of policy and regulation; developing, implementing, and monitoring policies and procedures; overseeing correspondence; managing budgets and approving expenditures; and managing personnel.
Oversees the conduct of performance evaluations, training, and hiring, discipline and termination procedures as well as directly supervise management, professional, support staff, as assigned.
Duties/Responsibilities
Manages department operations related to the acquisition, leasing, management, and disposal of property; supervises and directs staff, to include planning, assigning, and evaluating work, training and coaching, planning and prioritizing programs, projects, and operations; develops, implements, and monitors policies and procedures; convenes and facilitates meetings; and ensures compliance with applicable regulations, policies, and procedures.
Prepares and manages the department budget; monitors and approves expenditures; evaluates departmental needs and allocates resources; prepares cost estimates; reviews financial and related data as part of decision-making; and approves expenditures.
Manages the preparation of and/or prepares, reviews, approves, and/or maintains legal, real estate, and related reports, records, files, and correspondence; analyzes, reviews and approves and/or presents information; performs quality control to ensure accuracy of department materials.
Leads communication efforts for the department with the public, City Council, and City departments, and/or external agencies; serves on committees and attends meetings as an official representative of the City on matters of policy and regulation; establishes and maintains business partnerships; provides expert professional assistance; and respond to escalated inquiries and complaints.
Minimum Qualifications & Experience
Bachelor’s degree in business administration or a directly related field.
Six years of related professional real estate experience.
Two years of supervisory experience.
A North Carolina Real Estate Broker’s License.
Valid, unrestricted, North Carolina driver’s license “or” if you currently have another states driver’s license, must be willing and able to obtain a valid NC driver’s license within 60 days of hire.
