The City of Onalaska is seeking to hire a part-time (26 hours weekly) Assistant Municipal Court Clerk. Under general supervision of the Municipal Court Judge and direct supervision of the Municipal Court Supervisor, an employee in this class performs a variety of general office and administrative duties for the Joint Municipal Court Supervisor and Judge including clerical and typing duties, word processing, and receptionist functions. Work is performed according to established guidelines and the verbal and written instructions of an immediate supervisor. Work is reviewed for accuracy and adherence to established procedure. ESSENTIAL JOB FUNCTIONS: Any one position may not include all the duties listed, nor do the examples listed include all the duties that may be found in this position.Assists with overseeing Municipal Court processes for the Joint Municipal Court.Assists with training municipal court staff and interns as required.Assists in the maintenance and oversees the general administration of the Court, including but not limited to, the preparation of legal documents, court dockets and forms, intake/payment plan agreements, and general correspondence. Ensures all documents and procedures necessary are completed before, during and after court. Enters and maintains accurate data in the Municipal Court software system and Department of Transportation website, including but not limited to, pleas and dispositions, convictions, payments, citations, warrants, fines, and community service agreements. Assists in reconciliation of monthly, all citations and payments through the Municipal Court software system for joint municipal court; assists in reconciliation of monthly T.R.I.P. (tax intercept program), collection agency, and any other payments; provides reconciliation reports to the Finance Department. Corresponds and relays information to other agencies as required.Performs clerical duties which may include the preparation of general correspondence.Directs and resolves all Joint Municipal Court inquiries and issues from both internal and external parties with approval from the Judge. Responds to all questions in a professional and prompt manner. Maintains files for Joint Municipal Court accounts receivable and assists supervisor in corresponding with Finance Department for debt certification. Assists in overseeing the operation of all accurate and efficient communication systems in the Court office in accordance to supervisor guidelines, including but not limited to, computers, emails, faxes, calendars, schedules, meetings, records and files; responsible for the recording system in the courtroom. Performs duties specific to the courts as assigned.Contributes to a cooperative working effort by demonstrating a willingness to perform other job-related work, as needed or requested. The interdependency of operations is recognized and the abilities and skills exist to do other work as needed or requested. Assistance is given to others and special projects completed as scheduled or requested. This is a recognized and accepted part of being a member of the office support staff.Other duties as required or assigned.COMPENSATION AND BENEFITS: The 2023 starting wage for this non-exempt position is $22.59 – $24.51 (step 4) depending on qualifications. The City offers comprehensive benefits to include pro-rated health and dental insurance effective the first of the month following 60 days of employment. For health insurance, the most affordable area plan is the GHC Plan with premiums at $433.70 per month for a single plan or $1067.78 per month for a family plan. There is no deductible or co-insurance amount for the health insurance plan. Dental insurance is through Delta Dental and premiums are paid 50% by the City. The position qualifies for automatic enrollment in the Wisconsin Retirement System pension plan providing a lifetime payment once vested and upon eligible retirement. Additionally, the City offers a number of voluntary benefits such as flexible spending, life insurance, deferred compensation, critical illness, cancer and accident insurance, and paid holidays. The City of Onalaska is a qualifying employer under the Public Student Loan Forgiveness (PSLF) Federal Program.

EXAMPLE OF DUTIES

Associates Degree in Office Assistant, Paralegal or related program. Three (3) years’ experience in an office environment or equivalent combination of education and experience. Prior experience in budgeting and accounting. Proficient using Microsoft Office. Valid driver’s license preferred.

MINIMUM QUALIFICATIONS

Responsible for attending courses and training to stay current on changing rules and regulations in the court system, and to run community programs.Attends the yearly District 7 Municipal Clerks Meeting and other meetings as requested or required. Must be able to attend court sessions. Must work on multiple tasks establishing priorities for work and procedure to follow.Excellent computer skills as well as using other office equipment such as a copy machine, calculator, fax machine, and phone. Maintains detailed and accurate records and files, and the ability to draft and maintain reports from such information; must have excellent organization skills. Must read and interpret documents such as governmental regulations, legal documents, operating instructions and procedural manuals.Knowledge of local ordinances and state statutes; court processes and procedures.Must establish and maintain effective working relationships with the City employees and the general public.Must maintain confidentiality.Must maintain a professional demeanor; have the ability to calmly approach and solve problems under stressful circumstances; maintain and promote harmony in the workplace; ability to concentrate for extended periods of time and be flexible.

Manual Dexterity: While performing the duties of this job, the employee is regularly required to coordinate hands, eyes, feet and limbs in performing semi-skilled movements such as operation of a computer keyboard, telephone, calculator and office equipment.Physical Effort: The employee is occasionally required to exert light to medium physical effort in sedentary and light to medium work involving lifting, carrying, pushing, walking, standing, reaching with hands and arms, climbing, balancing, stooping, kneeling or crouching. The employee must occasionally lift and/or move 25 pounds. Specific vision abilities required include close and distant vision and the ability to adjust focus. Working Conditions: The noise level in the work environment is moderately quiet. The work environment is normally indoors with controlled climate conditions. Occasionally the employee may be required to be outdoors for a short period of time, and therefore subject to varying weather conditions, for purposes of accomplishing the essential functions of this job.
