THE POSITION

PennDOT District 3-0 is currently hiring a Real Estate Appraiser within the Right-Of-Way Unit for the Montoursville location in Lycoming County. This is a permanent full-time position with excellent benefits, paid holidays, and opportunity for advancement.

DESCRIPTION OF WORK

This position prepares all types of Real Estate Appraisals, as permitted by a Residential Appraisal Certification, for use by the Pennsylvania Department of Transportation, for acquisition, disposition and litigation purposes. The appraisals meet Professional Real Estate Standards.

Appraising:

• Views affected properties and interviews property owners to obtain information concerning the property and its improvements. Property data is obtained from the courthouse records, MLS and other regulatory and state offices. Reviews highway R/W and construction plans.

Outdoor Advertising Device Control:

• Assists OAD manager with surveillance in the field as needed.

Negotiation:

• As a backup and/or as needed, perform a wide variety of tasks associated with the negotiation and acquisition of real estate for public use. Duties may include, but not limited to, meeting with property owners to explain their legal rights and benefits, policy and procedures relevant to right-of-way acquisitions, etc.; preparing declaration of takings; conducting courthouse research; and providing assistance to claimants needed to be relocated.

  Work Schedule and Additional Information:

• Full-time employment.

• Work hours are 7:30 am to 3:30 pm, Monday – Friday, with 30-minute lunch.

• Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Montoursville.

• Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Necessary Special Requirement:

• All positions require possession of an active Pennsylvania Certified Residential Real Estate Appraiser certification.

• All positions require possession of an active motor vehicle license.
