SUMMARY:
Responsible for managing the Company’s software engineering staff (software, systems, and aerospace engineers, engineering specialists, and technical writers), in day-to-day project assignments and professional development. This includes software engineering manpower requirements analysis; recruitment, hiring, retention, and administrative oversight of software engineering staff; allocation of software engineering staff to programs; technical oversight of software engineering staff performances; development of software engineering processes and procedures; and evaluation and selection of equipment and tools for software engineering staff utilization.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Supervise training and development of software engineering staff.
Perform manpower requirements analysis to determine the software engineering resources needed to support the business functions, firm contracts, and non-firm forecasts.
Manage the recruitment, hiring, and retention of software engineering staff. This includes periodic performance reviews with each assigned software engineering staff member.
Coordinate with Program Managers to allocate appropriate software engineering staff to each program and new business project to help ensure software engineering tasks are accomplished within budget, on schedule, and in accordance with technical requirements. Allocate and re-allocate software engineering staff between the various programs and projects to ensure the most cost-effective distribution of these resources.
Support reviews of program technical solutions through participation in internal program reviews to ensure required engineering performance is achieved.
Support and participate in external program reviews and business development reviews.
Lead the development of standard engineering methods, processes, and procedures, sufficient to ensure CymSTAR QMS processes are documented and implemented.
Manage the evaluation, selection, and implementation of equipment and tools to continuously improve software engineering capability and results.
Assist the Director of Engineering Operations in monitoring and controlling the engineering overhead and capital budget.
SUPERVISORY RESPONSIBILITIES:
Technical and administrative supervision over software engineering staff.

EDUCATION and/or EXPERIENCE:
Bachelor of Science (B.S.) degree in engineering, computer science, physics, mathematics, or equivalent; 10 years of related experience and/or training; or equivalent combination of education and experience. Background must include diversified exposure to most aspects of training device engineering technologies and demonstrate a thorough knowledge of the sciences underlying these engineering technologies.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret industry relevant technical literature. Ability to correspond effectively and efficiently with coworkers, subcontractors, customers, regulatory agencies, or members of the business community. Ability to effectively present technical information to colleagues, management, and customers. Ability to develop technical documentation such as software design documents, interface documents, test procedures, and user manuals.
MATHEMATICAL SKILLS:
Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, quadratic, and differential equations.
COMPUTER SKILLS:
Proficiency with Microsoft Office applications such as Outlook, Word, Excel, PowerPoint, Teams.
Experienced and proficient in the use of standard personal computer software tools, including software application development environments, word processors, spreadsheets, presentation graphics, virtual meetings, team collaboration, project tracking, and databases.
REASONING ABILITY:
Able to consistently exercise rational discretion and judgment in performance of job. Ability to define problems, collect data, establish facts, reason, and draw valid conclusions. Ability to understand and interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CITIZENSHIP:
U.S. Citizenship. Must be able to obtain a U.S. Government SECRET Level Security Clearance.
OTHER SKILLS and ABILITIES:
Must possess effective interpersonal skills with the ability to communicate effectively at all levels of the Company and within customer and supplier organizations. Ability to communicate and interact professionally and personally with people of all ages and cultural backgrounds. Ability to think and act quickly, calmly, and logically on his/her feet in pressure situations.
