Responsibilities Serves as the General Engineer in a Defense Commissary Agency (DeCA), Engineering Directorate, Design and Construction Division. The primary purpose of this position is to Provides overall program and project planning, scheduling, budgeting, design, site investigations/analysis, and project establishment for the Department of Defense (DOD) commissaries. Position responsibilities include: Perform planning, designing, constructing and/maintaining structures and facilities. Direct consulting engineering personnel and construction contractors in accomplishing the design, and construction of Department of Defense (DoD) commissary facility systems including new construction, alterations, maintenance and repairs for projects accomplished worldwide. Coordinate project programming and scheduling with other programs to insure continuity of programs. Maintain close liaison with personnel of lateral or higher headquarters of other commands, such as Commander in Chief, Pacific (CINCPAC), Air Mobility Command (AMC), US Air Force in Europe (USAFE), Air Force Logistics Command, etc. Oversee and direct contractor support personnel who review and evaluate shop drawings, schedules, samples and material certifications submitted by contractors for contract and performance requirements and recommend approval or rejection. Requirements Conditions of Employment Qualifications See the Group Coverage Qualification Standards for Professional and Scientific Positions: To qualify for this position you must possess One year of specialized experience equivalent to the GS-12 grade level. To be creditable, specialized experience must be at the GS-12 or equivalent under other pay systems in the Federal service, military, or private sector. Volunteer Experience: Your experience refers to paid and unpaid experience, including volunteer work done through a National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Consulting, reviewing services on facility engineering programs and programs Working knowledge of other related engineering fields, such as mechanical, electrical, and architectural. Providing expert staff advice, consulting and reviewing services throughout the agency. Troubleshooting and maintenance problems on various types of commissary facilities, i.e. building, structure, site issues, plumbing, refrigeration, HVAC, lighting and electrical systems throughout the agency. Degree: Engineering: To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure — Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test — Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses — Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum — Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for the GS-13 position is GS-12. Current civilian employees must have completed at least 90 days of federal civilian service since their latest non temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to “All US Citizens.” Education Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. For the application process, unofficial transcripts are acceptable if they contain the applicant’s name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date. If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.
