Summary About the Position: Located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD(HA)). The DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care. Telework in accordance with Agency policy. Responsibilities Oversees informatics activities for the Alaska Market and MTF sites. Coordinates informatics activities within the 5 headquarters functions: End User Engagement (EUE), Content and Configuration (C C), Enterprise Engagement (EE), Requirements/Enhancements, and Clinical Analytics/Enterprise Data Management (EDM). Serves as a change champion by advocating for the development, planning, implementation and evaluation of the MHS Enterprise Informatics Strategy. Collaborates with DHA strategic partners (e.g., CIO, CMO, etc.) to enable integration of informatics efforts across systems and lines of effort. Provide advice and guidance to officials, administrators, and healthcare providers on healthcare information systems, databases and information technology security to gather, store, and manage the data generated when care is provided to patients. Stays abreast of trends for current and emerging systems utilized in the organization as it relates to clinical/business workflow and human factors/usability standards. Determine gaps in information technology process and makes recommendations for improvements. Supports the standardization and optimization of MHS systems, including coordination with the MTFs, and Service Operational Leads to enable standardization and integration of informatics priorities. Leads centralized informatics functions, workforce assets, and subject matter experts (SMEs) to integrate clinical, information technology (IT), and business functions to improve outcomes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail – Is thorough when performing work and conscientious about attending to detail. (4) Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
